Water Conservation and Efficiency Technical Roundtable Meeting #1
Meeting Summary
^ Environmental and recreational uses of water are expected to increase with population
growth. These uses help support Colorado's tourism industry, provide recreational and
environmental benefits f or our citizens, and are an important industry in many parts of the
state. Without a mechanism to fund environmental and recreational enhancement beyond the
project mitigation measures required by law, conflicts among M&I, agricultural, recreational,
and environmental users could intensify.
^ The ability of smaller, rural water providers and agricultural water users to adequately
address their existing and future water needs is significantly affected by their financial
capabilities.
^ While SWSI evaluated water needs and solutions through 2030, very few MB~I water
providers have identif ied supplies beyond 2030. Beyond 2030, growing demands may require
more aggressive solutions.
Feedback f rom the TRT members on the key findings and interaction with Interbasin Compact
Roundtables included:
^ Have members of the Addressing the Gap TRT been identified?
- Answer: Yes, that list has been finalized and will be posted to CWCB's website in the near
f uture.
^ How was non-tributary groundwater in the Denver South Metro area included in the SWSI
gap?
- Answer: The non-tributary groundwater was included in the gap for the South Metro area
and in the Northern El Paso County gap based on current rates of pumping.
Overview of TRT Process
Susan Morea presented an overview of the TRT process including a draft mission statement,
objectives, and the meeting schedule for this TRT. This draft mission statement was:
" Develop a deeper understanding and greater consensus on conservation and efficiency
measures f or M&I and agriculture"
Comments were received on this mission statement but it was not revised as the objectives were
review prior to finalizing comments.
The draf t objectives f or the TRT included:
To create a better understanding of the f ollowing issues as they related to MB~I water supplies -
^ The role conservation plays as a(margin of safety) in water supply planning
^ Promote public education and inf ormation sharing on M&I programs that have been
successful
^ Drought reserve
^ Understand the economics of conservation
^ Gain a greater understanding of current conservation levels and practices
^ The role conservation might play in addressing the water supply gap
^ The role conservation might play in creating water f or the environment
r« ~
4
C:1Documents and SettingslrowannclMy Documentsl1-desktoplWater Cons Eff TRT #1 Summary.doc
