<br />- 5 - <br /> <br />. Discussion of endangered species issues ensued about the status of the federal deli sting of the <br />Preble's Meadow Jumping Mouse. This in turn might make the Mouse less of an issue for the <br />State of Colorado making this more of a non issue in the study. <br />. In the NEPA process we are going through a section 7 consultation. We run the risk of <br />someone rendering a jeopardy opinion if the environmental agencies don't think we are getting <br />there as far as detail of analysis and proper mitigation to T & E species. <br /> <br />Phase II Recreation Analysis - by Paul Flack - Colorado State Parks - Action Item NO.5 <br />. EDA W of Fort Collins did the Phase I analysis for the CWCB and did a great job. The goal of <br />Phase I was to determine if the existing park complex could be simply moved up to elevation <br />5444 MSL which is a 12-foot increased level accommodating the full 20,600 AF reallocation. It <br />was determine that the Park would be able to replace most of the amenities one to one and <br />"keep the park whole". On July 1 Parks will contract with EDA W to complete Phase II. <br />. The main goal of this study is to figure out the impacts that go with fluctuations in the Park and <br />this is difficult to get our arms around based on water releases and needs. <br />. Parks will take the modeling given to the Corps by the Water Users and figure out what we the <br />Park can live with based on the 20,600 AF maximum storage reallocation and the fluctuations. <br />. Parks is anticipating being done by the end of2005. Parks will need one month to review the <br />draft report, present it to the Parks Board and then they will bring it forward to Chatfield Group <br />in January 2006. <br />. Parks sees this study as an iterative process with the DOW, Parks, Water Users, CWCB and the <br />Corps providing input. Even with the completion of Phase II, the recommended plan will have <br />to make adjustments as we go along with the final study recommendation. We don't know we <br />what can live yet but we do know that we want to present the results in an EIS friendly format. <br />This will not be the end of all the recreational reports/impacts. State Parks will pay for this <br />study and the FCSA will receive cash credits. The Corps' Tetra Tech contract will be reviewed <br />regarding this performance task. The Corps has $20,000 in their budget for recreational <br />analysis. <br />. How we go forward with recreation mitigation is one of the most critical elements of the study. <br />Parks has accepted that challenge. For the Water Uses data provided the Corps is incorporating <br />those flows into their model and making some preliminary model runs. The Corps wants to <br />make sure that they are not double accounting all of the data and have all the diversion points <br />on the South Platte correct. <br />. Joel, who is Corps' project modeler, will come out when EDAW is under contract to work <br />with Parks and EDAW for a clear understanding of the project's work reservoir model. The <br />Corps' model does assume some evaporation. The model will develop water surface elevations <br />and potential flooding impacts for analysis under a number project operational plans. <br />. Brad the Chatfield State Park Manager will look at having the next meeting at the State Parks <br />or Corps office for the Chatfield Reservoir Reallocation Study. <br /> <br />A Reservoir Modelin2: Report by the Corps - Action Item NO.6 <br />This action item has been discussed by the Corps under the above items by reference. Doug did report <br />that the Corps reservoir model is fully operational and working very well for the performance of the <br />required study tasks. <br /> <br />FCSA Project Mana2:ement (Larry Lan2: - CWCB) - Action Item NO.7 <br /> <br />. The May 1,2005 schedule has us completing the Study in February 2007. This might be <br />changed based on the additional of "environmental restoration" component. <br />Flood Protection .
