The evaluation will can~t af four' general tasks: (l) forecast the mast likely with-praiect .... '.
cenditions expected uildereachaltemative: (2) cain pare each with-praiect conditians to' the
witheut-prajeCt conditians and dacument differences between the two: (3) characterize the .
. beneficialatid adverse effects bymagnitude.locatian. timing.andduratian: and (4)qualify plans
for further consideratian.. . .

At a rriinimum, twocategories afeffects are to' be evaluated: casts and outputs. Environmental
autputs are the desired oranticipatedmeasurabl.e products or resultsaf restaration measuresand
. plans: The'tenn "eutputs".is often used interchangeably with "benefits." Ecasystem'restoratian
prapesals may pessess multiple output categories,.as well as ather effects that may need to' be .
considered, but the evaluation' must at leastaddresscest and an eutput categOry that has .been
determined to' reasonably repreSent ecasystem restaration benefits. '. "

Costeffe~tiveriess and incremental cost analyses (CElICA) are twO' distinct analysesthat wilf be
conducted to evaluate the effects af alternative plans. First it must be shown through cost
effectiveness analysis that an alternative restoratian plan'sautput cannet be praduce<J"more cast
effectively by an ether alternative. "Cast effective" means that, for. a.given level afnan-manetary - .
output, no ather plan CCiS!S less, and nO' otherplan yields mare eutput for less maney. . .

. . .

Subsequently, through incremental cost analysis. a variety of implementable alternatives and
. varieus-sized alternatives are to' be evaluated to arrive ata "best" level of output within the limits
efboth th.e sponser's and the Carps' capabilities. The subset af cast effective plans are examined
sequentially (by increasing scale and incremeiltaf output) to' ascertain which plans are mast. .
efficient in the: prociuction of environmental benefits. Those mestefficientplans ~re to' be called
"Best Buys". They provide the greatest increase in autput for the least increases in cast. They
have the lewest incremental costs per un it of autput. In mast analyses, there will be a series af
Best Buy plans, in which.the relatianship between the quantity of autputs and the unit cest is
evident. As the scaleafBest Buy plans increaSes (intenns Qfautputproduced), average cests per
. unitef eutput and i~creIllental cests per unit ef eutput will increase ,as wen. Usually, the
. incremental analysis by itself will riot paint to' theselectien efany single plan. The results of the
incremental analysis must be synthesized with ether decisien~making criteria (for example;'
significance of outputs, acceptabitjty, campleteness, effectiveness, risk and uncertainty, '.
reasenableness af casts) to hetpthe planning team select and recemmend a particular plan.

. . c. ..
. .

.
