An alternative'planis a set of one ornlore <br />measures functioning together to address pneormore objectives. A range of alternative plans will <br />be identified 'at the be~inning of the planning process and screened and refined in subsequent <br />iterations throughoutthe planning process. Effectiveness is the extentto which the alternative plans contribute to achieve the planning <br />objectives. Efficiency is the extent to which an alternative plan is the most cost effective means <br />ofachieving the objectives. Acceptability is the extent to which the alternative plans are <br />acceptable in terms of applicable laws, regulations and public poliCies.
