<br />- 3 - <br /> <br />. Denver Water reported that there are proposed changes to the Downstream Group's reservoir release <br />schedules. The discussion was if the strategic releases would justify the 65%-35% cost share for an <br />environmental restoration study. The term "Significant Benefits" is important to justify the 65%-35% cost <br />share for environmental restoration. <br />. Denver Water believes strategic releases could be mitigation for depletions to the South Platte River that all <br />users will need. There are benefits if releases are made when the flow is low, but the storage pool dictates <br />that this will only happen some of the time in some years. <br />. The Corps views environmental restoration as credit towards the Water Users payments and it would not be <br />a cash transaction. <br /> <br />Recreation Imoacts Phase II Study (Paul Flack) <br />. This Study is half modeling and half recreation impacts. The first half took the inflow/outflow numbers and <br />ran through our model. The assumptions made in this modeling are critical to the determination of <br />recreation impacts. The State Parks and Corps HEC 5 Models will sync up and be the same. The primary <br />reason for having modeling from the Parks perspective is to get at the daily reservoir fluctuation. <br />. The Group needs to gain consensus on evaporation data. Parks has looked at three or four methods to <br />calculate evaporation. If Water Users have thoughts about evaporation or gage data they should contact <br />Paul Flack. Denver Water operates under calculations made by the Sate Engineer's Office. <br />. The Phase I Study from 2003 was to raise Parks facilities up and above 5444 to accommodate the 20,600 <br />AF and found that this was feasible. The Parks modeling is now about reservoir fluctuation and the timing <br />and frequency of the fill and not-fill periods. Mitigation will be based on this. <br />. State Parks has initiated discussions with the Division of Wildlife and stated that Audubon Society and <br />others can be involved also if they are interested. For the Corps purposes, the 16 Water Users were treated <br />as one pool. For Parks' purposes the 16 Water Users need to be shown separately so that an individual user <br />in the group can be shown in the modeling if needed. <br />. The questions was asked: "Why wouldn't you use Denver Water evaporation data?" This is set by the State <br />Engineers and Paul Flack and Tom Browning will investigate and report back to the group. <br /> <br />Next Meetin2: Date <br />.
