There will be some additional costs associated with the review and incorporating ofEIS comments from <br />the cooperating agencies. The 16 Water Users, federal agencies, and State Parks were sent official request <br />letters by the Corps to be official cooperating agencies. The Corps has received about six letters back <br />already. Interested parties don't have to officially be a cooperating agency to make comments; this can be <br />done once the draft final report is completed. The process is that sections ofthe EIS Report will be drafted <br />and sent to the Cooperating Agencies. Comments will be handled through emails to Marty Timmerwilke at <br />the Corps. Water User participation in this report may be valuable given the complexities of the South <br />Platte Basin. <br /> <br />Corps of En2:ineers Report (Martv Timmerwilke) <br />. The Corps and CWCB are awaiting the Execution of Change Order #3 (Water Users Funding). <br />. There is a new State Controller and changes in the Attorney General's staff have led to the delay. This has <br />been signed by two ofthe three State agencies and we expect this in place soon. <br />. There was originally $276K requested in the President's budget and the Senate mark up had the same. It <br />looks like half of what the Corps requested or $135K will be coming out of conference committee. The <br />CWCB has seen less funding coming out for Corps projects like the new GI Study for the City of Greeley. <br />Funding issues are likely related to the hurricane recovery efforts and the ongoing oversees activities. <br />. The CWCB has developed a spreadsheet detailing the state's cash and in-kind services related to work on <br />the Chatfield project. The Corps will investigate what level of cash and in-kind documentation is needed <br />and advise CWCB what the limit for in-kind is for this project. Getting $135K and $500K from the Water <br />Users will carry the Project through this year at least. The Corps can request re-programming later in FY06 <br />if there are other unused Corps funds. <br /> <br />Chatfield Operational Model Update (Joel Knofczvnski) <br />. The Corps received inflow and outflow data from Water Users and they are now looking at the flood <br />control functions at the dam. They are doing model runs for both target pools of 20,600AF and nOOAF and <br />also looking at target flows downstream. This data should be available by the end ofthis calendar year. <br />This analysis used 60 years of data, incorporates the function of Cherry Creek and Bear Creek for flood <br /> <br />Colorado Water Conservation Board <br />Flood Protection.
