<br />~ <br /> <br />Chatfield Operations Estimates <br /> <br />Approach: <br /> <br />1. The estimates are "reasonable approximations" only, for use in environmental and <br />recreational studies. <br /> <br />2. The estimates are non-binding on all water entities. <br /> <br />3. The estimates have been generated by each water entity using water rights <br />(existing or to be obtained) and diversion facilities (existing or to be developed) <br />without questioning the feasibility of the future actions. A general check <br />has been made of reasonableness of the estimates. <br /> <br />4. No specific priority of water rights has been imposed in each parties' estimates. <br /> <br />5. Entities have been allowed to fill and refill, as they themselves estimate. <br /> <br />6. The cumulative effect of all actions have been monitored to make sure that at no <br />time does the collective stored water exceed the 20,600 AF limit. <br /> <br />7. Each entity used its own basis for predicting when water in priority would be <br />available for storage but Denver's "Chatfree" estimate has been made available <br />for those entities signing the disclosure agreement. It appears many entities <br />have used the Denver analysis as a basis of their estimate. <br /> <br />8. The estimates represent each parties motivated attempt to maximize the <br />benefits of their respective storage allocation. <br /> <br />9. For the estimates made on a monthly basis, then converted into daily estimates, <br />inflows are estimated by the two alternatives of (1) the water coming into storage <br />all in one day (most extreme case) and (2) inflows occurring gradually over a month. <br />This approach was requested by the Corps of Engineers. <br /> <br />10. The estimates for the 20,600 AF storage use has been added to revised <br />estimates of Denver's use of their 10,785 AF of storage space. The estimates show <br />fluctuations from approximately zero to 31,385 AF to encompass to full extreme of <br />possible fluctuations. <br /> <br />11. No actual operation, or collective operations, in the future will follow exactly the <br />conclusions of this exercise. Instead, future operations are expected to demonstrate <br />a pattern of water level changes reasonable forecasted by this process.
