<br />- 4 - <br /> <br />. The primary tasks are to: review model results, review Phase I facilities relocation cost estimates, analyze <br />potential effects on facilities and uses, develop mitigation strategies, and fine-tune costs. <br />. EDA W will work primarily with Brad Buckner, Jim Smith and Paul Flack through the study tasks but will <br />report back to the Chatfield Group as the study progresses. State Parks will see this as an "iterative" <br />process that will allow for water users' comments and changes of operations to accommodate Parks issues. <br />The timeline for completion on this has slipped four months to an approximate target completion day of <br />May 15,2006. <br />. It is important to remember that in the Phase I Recreation Study there was some confusion as to the <br />topography and mapping at Chatfield. CWCB staff surveyed benchmarks to water surface elevations to <br />help resolve the 1929 vs. 1988 datum issue. A conversion was used for the datum adjustment in the Phase I <br />maps. <br /> <br />Other Topics <br /> <br />CWCB Construction Fund Loan Program (CWCB) <br />. Kirk Russell (303.866.3449 or kirk.russell@state.co.us) is the Marketing Engineer for the CWCB <br />Construction Loan Program. He requested that water users consider the CWCB's low interest loan <br />opportunities as a viable funding solution for future purchase of storage space in Chatfield and other needs. <br />. The CWCB has money to loan in 2005 & 2006. Kirk would like to quantify the potential borrowers in <br />order to earmark the Construction Fund for future use related to Chatfield reallocation. If water users are <br />interested in loans for the Chatfield Project they are encouraged to call Kirk and discuss the loan program. . <br />. For agricultural users the loan interest rate is 2.5%, and the municipal rate based on medium household <br />income is 3.75%. The Program can finance up to 90% of the engineering and construction costs of the <br />project for up to 30 years. <br />. Loans under $5 million can be approved at the bi-monthly CWCB meetings and usually take four to five <br />months to approve and process. Loans over $5 million are approved by CWCB at the November meeting <br />and included in the Construction Fund Bill annually, which is approved by General Assembly. The <br />deadline for loan applications over $5 million is August 31 st of every year. <br /> <br />Next Meetin2: Date <br />. The next Chatfield Reservoir Reallocation Study meeting will be held November 17,2005 from 10:00 AM <br />to Noon at the Division of Wildlife's "Big Horn" Room located at 6060 Broadway in Denver, Colorado. <br />. The next interim coordination meeting between the Water Users, CWCB, and the Corps is scheduled for <br />10:00 AM in the CWCB offices on November 3,2005. <br /> <br />Flood Protection.
