Though most ofth,e District's service area has been developed,
tlle population of the District's Wolcott service area is expected to increase significantly
with the development of a minimum of 500 residential units by 2009 and up to 2,500
within th,e next 10 to 15 years. Major redevelopment efforts are also 'underway in the
To\Vl1 ofVai!. These are expected to reSlllt in higher density housing and increased water
demands. Many existing hotel and condo units have been offline in the last several years
during redevelopment. The completion of redevelopment projects is expected to result in.
a jump in water use as these units are brought back online.

Table 3 includes population projections for the District's service area through the year
2025. Futtlre population estimates are based llpon knovvn and anticipated development
projects as well as historical data. The average population served by the District in 2025
is projected to be 16, I 19 people. Assuming pre~drought and pre-Vail redevelopment
water use rates (using year 2000 gpcd), by the year 2025 this poptdation increase would
equate to an increase of 522 acre-feet of armual water use over 2006 ,vater llse.

Table 3: Eagle River Water & Sanitation District Population Projections

Eagle River Water and Santitation District
Population Estimates
Residentiall Percent
Total SFEs 1 Mixed SFEs2 Population3 Polulation
2006 8794 6244 14361 Increase
2010 9571 6795 15629 from 2006
2015 9721 6902 15874 to 2025
2020 9796 6955 15997
2025 9871 7008 16119 120/0 I
1

Bernstein and ASSOCiates, Inc., 2006
2 Assumes 70% of SFEs are residential/mixed based upon2QOO to 2006
average percentage
3 Assumes 2.3 people per Residential/Mixed SFE

(c) Estimated water savings goals to be achieved through implementation of the
Plan:

The District is located the Colorado Basin.
