North Platte Basin Roundtable Meeting 10.30.2007 2 <br />Basin Account Appliccitions: <br />Jeff Crane made a presentation to the roundtable for basin account money on the New <br />Pioneer Ditch Diversion Reconstn~ction: <br />Jeff gave a brief background on his other projects and previous experience, then he <br />discussed the proposed diversion reconstruction project: <br />The existing dam has erosion problems from pressure on the outside bank. Jeff proposes <br />to replace the headgate with an actual gate structure, which will be designed to pass 50 <br />cfs. Another objective is to improve and fix the bai~lcs. i <br />More details about the project: it will be done by private individuals, it will be a <br />structural project (actual on-the-ground construction project) instead of a study, it <br />promotes sustained agriculture in the area, it maintains existing administered water rights, <br />and helps the water commissioner with administration. <br />Benefits of the project: This ditch irrigates approx. 500 acres directly and probably 300 <br />acres of subsurface water; the ditch maintains and sustains wetlands in the area, as well as <br />sage grouse habitat. The project also addresses SWSI findings by assisting Ag water <br />users in adequately addressing their water needs. <br />Bud~~,et: Requesting $116,000 from the basin account, not asking for statewide account <br />money. They are going to match the money by using the value of the on-site rock instead <br />of purchasing the rock (which Jeff estimates at $50/ton plus hauling). <br />Total project cost = $163,700, that's about a 30%match. <br />Leaves 88% of the basin account for other projects <br />Questions? <br />Mike Allnutt asked about the durability of sandstone in water <br />Jeff Crane: it's not the most durable, but hauling in the rock would add $50,000 to the <br />project. He has used sandstone on the north fork of the GLUUlison that has stayed in place <br />for 10 years. It's a possibility to have to come back in and replace some of the rocl~, but <br />right now Jeff s priority is to keep the cost down. <br />Jeff is not quite within the 30 day deadline for the roundtable criteria to hit the CWCB <br />mtg in January. The roundtable would like to make a decision on this at the November <br />27ti' meeting. <br />Amt Timbennan asked if any surveys have been done for endangered plants (North Park <br />Phacelia formulosa). Ann or Pam could go out and help do this. Silver Spur hasn't <br />noticed the plant in that area. <br />Ann also asked if Jeff looked at other types of structures besides sandstone, like stoplog. <br />Jeff is not fond of stoplog. He wants to build something that will allow for fish passage <br />and make it more like a natural channel. He would like to build it with that in mind, and <br />
