Presentation was given on the consumptive/non-consumptive needs assessment on a statewide <br />basis. A survey on consumptive needs will be sent out to members of the statewide work group. <br />For nonconsumptive needs, a common process statewide has been developed that takes into <br />account local attributes and priorities. There was a discussion of Wild and Scenic designation on <br />the Yampa River. This BLM study is ongoing as a result of litigation. There have been <br />congenial discussions with environmental groups about alternatives to Wild and Scenic <br />designation. By consensus, the Roundtable agreed to be involved in these discussions and to <br />serve as a fonum for development of a management plan in lieu of a designation if there is <br />consensus among the involved parties for the Roundtable to perform such function. <br />Presentation was made for a grant application for a water quality study of the Yampa River by <br />Routt County and the City of Steamboat Springs. The proposal was discussed. The Roundtable <br />recommended approval subject to refinement of the proposal at a funding level of $106,600 from <br />the Yampa/White/Green Basin Account. <br />The potential municipal needs assessment was briefly discussed. There will be a meeting in <br />South Routt County to discuss municipal needs assessment with Oalc Creels and Yampa officials. <br />There has been no progress on the use of Basin funds for Stillwater reservoir rehabilitation. <br />There was a report from Roundtable conmmittee members on a meeting on September 26 in <br />Walden with representatives of the South Plat Basin Roundtable regarding the Yampa River <br />pump back project. The Roundtable agreed to meet again if requested, subject to an <br />understanding of a process to be used and content of such meetings. It was agreed that <br />Gunnison, Colorado and Southwest Roundtables will be notified regarding our meetings with <br />South Plat Roundtable on this subject. Dan Birch will report to the other roundtables. <br />The impact of the proposed SEO n~les regarding compact administration and curtailment was <br />discussed. It is possible that these n~les or statutory changes could result in encumbrance of new <br />water rights which would jeopardize firm yields. <br />All officers were reappointed for two year terms. The officers are Tom Sharp, Chairman, Bob <br />Weiss, Recording Secretary, and Dan Birch and Darryl Steele, IBCC representatives. <br />There was a motion made and approved to amend the Bylaws to allow appointment of <br />representative from the Green River. <br />The issue of clerical help for the Roundtable was discussed. Eric Hecox says the State has $200 <br />month for this purpose. There was also discussion about use of money from Moffat and Routt <br />Counties and Yellow Jacket and Upper Yampa Water Conservancy Districts. This will be <br />investigated. <br />The meeting was adjourned. <br />The next meeting will be in Meeker on Wednesday January 16, 2008 at the White River Electric <br />Association Building. <br />
