The District derives its water stlpply from the <br />Left Hand Ditch Company and units of Colorado-Big Thompson water and provides potable and fire <br />protection water to a service area of more than 130 square miles. The District also provides water by <br />agreement to portions of the Towns of Frederick and Erie. The District realizes the importance of <br />water conservation, particularly as it grows and reso'urces become more limited. Since the late <br />1990's, the district has h,ad a 37% reduction in average day per capita use as a result of better <br />tracking of unaccounted for water, leak detection and policies such as tiered rates and leak repair <br />credits to homeowners. TIrrough creation and implementation of a Water Conservation Plan in <br />accordance with statute 937-60-126, the District will target an additional 10% reduction over a ten <br />year planning horizon. The application is attached for your review. <br /> <br />The applicant is requesting $29,125 to aid in completing a Water Conservation :Plan that meets the <br />requirements outlined. in SB 07-008. The applicant has demonstrated their financial ability to <br />provide 35% of the project budget with matching funds in the form of$15, 173 in-kind contributions. <br />Staff has reviewed and evaluated the grant application and has determined that the proposal meets or <br />exceeds the CWCB guid.elines for reviewing grant proposals. Attached is the internal checklist used <br />to evaluate the application as well as the application evaluation criteria. <br /> <br />Recommendation: <br /> <br />The OWCDP staff recommends that Dan McAuliffe, Deputy Director of the CWCB authorize <br />$29,125 to Left Hand Water District for completion of their Water Conservation Plan. <br /> <br />Flood Protection .
