The District provides water and wastewater <br />utility serves to the towns of Vail, Avon, Minturn, and many mixed use development in <br />unincorporated areas including Arrowhead, Beaver Creek, Berry Creek, Eagle-Vail, Edwards, <br />Bachelor Gulch, and Cordillera. Eagle County has experienced one of the highest population growth <br />rates in the nation at, 6%/year, over the last decade; therefore the District is facing new water supply <br />and facilities plarming challenges including considerable uncertainty with regard to future deman.ds. <br />The District understan,ds the importance of using water resources wisely. The District adopted its <br />first Water Conservation Plan in 1990 and since then, the Plan has undergone several revisions and a <br />full-time Water Conservation Officer (W~O) position was created. The WCO was specifically <br />tasked to develop and im.plement an updated Water Conservation Plan in accordance with statute <br />937-60-126. The District has a current retail water use of approximately 3,,204 acre-feet/year, and <br />plans to reduce their overall water llse by 15% in a seven year planning period. In addition, the <br />District and OWC.DP Staffrecognize the opportunity for this Water Conservatio'n ~Plan to act as a <br />model for similar resort communities throughout the State. The application is attached for your <br />reVIew. <br /> <br />The applicant is requesting $41,370 to aid in updating their Water Co'nservation Plan that meets the <br />requirements outlined in SB 07-008. The applicant has demonstrated their financial ability to <br />provide 27% of the total project budget with matching funds in the form of $15,378 in-kind <br />contributions. Staff has reviewed and evaluated the grant application and has determin.ed that the <br />proposal meets or exceeds the CWCB guidelines for reviewing grant proposals.
