-37- <br />A second meeting was held October 11 at the US Fish and Wildlife Service in Lakewood. Presentations <br />were given by the National Park Service, environmental groups including Western Resource Advocates <br />and Trout Unlimited, the Bureau of Reclamation, Western Area Power Administration, Uncompahgre <br />`'alley Water Users Association and the City and County of Delta. <br />Future meetings are scheduled for November 9 in Grand Junction, November 26-27 in Denver, and <br />December 18-19 in Montrose. <br />PLATTE RIVER BASIN <br />GOVERNANCE COMMITTEE CONTINUES WITH PLATTE RIVER PROGRAM: The <br />Governance Committee ("G.C.") continues to implement the Platte River Program. Recently the G.C. <br />has issued a requests for proposals for insurance for the Program and for additional work regarding the <br />Pallid Sturgeon. The G.C. met in Kearney, Nebraska on October 9-10. The G.C. is continuing to explore <br />the possibility of implementing a pulse flow with Environmental Account water from Lake McConaughy <br />in the spring of 2008. The next G.C. meeting will be held in Denver, Colorado on December 11-12, <br />2007. <br />The NACWA federal grants have not yet been awarded at this time, but announcements of successful <br />grants are imminent. <br />SOUTH PLATTE WATER RELATED ACTIVITIES PROGRAM: The South Platte Water Related <br />Activities Program, Ina ("SPWRAP") held its annual meeting on October 25, 2007 in conjunction with <br />the South Platte Forum. Membership continues to grow. The SPWRAP Board voted to keep their annual <br />assessments at the current level for 2008. <br />SOUTH PLATTE FORUM CONFERENCE: The South Platte Forum held its 18~' Annual Conference <br />in Longmont Colorado. This year's forum was titled "A River of Change" and Commissioner John Stulp <br />and Director Harris Sherman made keynote presentations to the forum. In addition, Ray Alvarado, of the <br />CWCB staff made a presentation on the South Platte Decision Support System. Don Ament, the former <br />Colorado Commissioner of Agriculture, was this year's recipient of the Friends of the South Platte Award <br />for all of his work on the Three States negotiations, among all his other efforts involving the South Platte <br />River. <br />PLATTE RIVER TASK FORCE REPORTS TO GOVERNOR: The Platte River Task Force sent its <br />report to the Governor on September 30, 2007. A copy of the report is attached to this Director's report. <br />(See Attachment 2~D-20) <br />BOXELDER CREEK ALLIANCE UPDATE: Work is ongoing on the formation of a Boxelder Creek <br />Regional Alliance (Alliance), which will address the known flooding problems of the Boxelder Creek and <br />Cooper Slough watersheds within Larimer County and several of its incorporated municipalities. <br />Boxelder Creek has been known for some time to be one of the largest unaddressed flood threats <br />throughout the State. The Alliance will consist of Fort Collins, Wellington, Larimer County, and a <br />collective private property owner's group. The CWCB is not a member of the Alliance, but has been <br />asked to be an active part of the group in a technical advisory capacity. The Alliance is also trying to get <br />Timnalh to join, but there has been some resistance to this point due to the timing of the activities. The <br />Alliance is being formed so that the entities can coordinate management and funding of the studies, <br />design, and construction of projects. Currently, there are two projects on the books -Clark Reservoir and <br />Edson Reservoir. Together, these should solve most of the problems, but there may be future projects <br />once these are complete. Members of the proposed Alliance have been working on an Intergovernmental <br />Flood Protection • Water Project Planning and Finance • Stream and Lake Protection <br />Water Supply Protection • Conservation Plarming <br />
