-14- <br />Both Granada and Creede ha~~e received inspection reports which were the result of the inspections <br />held in April of 2007. The CWCB has sent letters to both communities offering support. Granada <br />has responded to the offer. <br />Non-CWCB Map Modernization projects in the State: It is expected that the Eagle County maps <br />will be effective in December 2007. The LaPlata County new Zone A floodplains to replace the <br />existing Zone D floodplains should go preliminary this year. Grand County should ha~~e effecti`~e <br />maps in January of 2008. Fremont County went effecti~~e September 19~' of this year. It is <br />anticipated that Arapahoe County (also within the Urban Drainage District) will have preliminary <br />maps by next month. <br />FY07 Counties: Grant funds were recei`~ed for Park, Summit, El Paso, and Delta County. The <br />CWCB is currently working on contracting with their consultants for these counties. <br />F 06 Counties: Archuleta County, Weld County, and LaPlata County detailed study work <br />continues to progress. Some problems have been encountered in the remapping of the Zone A <br />floodplains in Teller and Archuleta Counties, FEMA has been contacted to discuss the appropriate <br />approach is taken to digitize these Zone A floodplains. Finalization of the Fremont County and <br />Clear Creek County detailed studies continue to begin integration into the DFIRM as a Physical <br />Map Re~~isions (PMR). The Pueblo County Arkansas Ri`~er Le~~ee floodplain study has begun, but <br />can not be completed until Pueblo County finalizes two detailed studies that are needed to complete <br />the Arkansas River analysis. From the Arkansas Ri`~er analysis it can be determined which sections <br />of the Arkansas Ri~~er le~~ee need to be recertified. <br />FY05 Counties: Most of the Mesa, Fremont, Clear Creek and Garfield Counties detailed studies <br />ha~~e been submitted to Michael Baker Jr., Inc. (FEMA's NSP) for a QA/QC re~~iew. Once the <br />review and QC resolution period is complete for these studies the studies will be integrated into the <br />maps to be released for preliminary review. The Montezuma County DFIRM went preliminary in <br />early July, two Base Flood Elevation (BFE) will be published in local newspapers the last week one <br />during the last week in No`~ember and once during the first week in December. <br />FY04/03 Counties: Lar-imer County went effecti`~e December 2006, the database was completed <br />and it has been sent to the effected communities for their use. Boulder County base map work has <br />been completed and accepted by FEMA. The effecti`~e date has been delayed by FEMA due to <br />existing levees which are shown as providing protection within the City of Boulder. FEMA's NSP, <br />Michael Baker Jr., has identified all of the le`~ees within Boulder County is now looking through <br />the data to identify which le`~ees can be shown as protecting on the effecti`~e maps. <br />COLORADO ASSOCIATION OF STORMVVATER AND FLOODPLAIN MANAGERS HOST <br />11TH ARID REGIONS CONFERNCE: The 11t1i Arid Regions Conference for the Association of State <br />Floodplain Managers (ASFPM) was hosted by the Colorado Association of Stormwater and Floodplain <br />Managers (CASFM) on September 11-14, 2007 in Breckenridge. There were 360 attendees from 19 <br />states, which made it the largest arid regions conference to date. 74 attendees participated in four field <br />trips, and while this was fairly light in attendance, the trips themselves were very highly rated in <br />feedback. 49 people took the Certified Floodplain Managers exam and all attended a re~~iew session <br />taught by Kevin Houck of the Flood Protection Section and another consulting engineer; 42 passed the <br />exam. The Corps of Engineers had a well attended Arid Regions Demonstration Session in which they <br />focused on flood reduction and channel restoration work performed in the Arid Southwest. A total of 60 <br />presentations were gi`~en in concurrent workshops, a record for the conference. A well attended plenary <br />session on lessons learned from past floods in the arid regions.
