Eric Hecox finished by explaining the role of the Supply Availability Study, Needs Assessment
and Water Supply Reserve Account. There is a mistake in the Supply Availability Study column
slide.
RickBr•own: IBCC will have a role to provide input to Needs Assessment.
Melinda Kassen: Put into a Gant chart with schedule for next IBCC meeting.
Harris Sherman: At the end of 2008 what will not be done?
Wayne Vanderschuer•e: What is the purpose of the Consumptive Use Survey? How are we to
address the survey? Should we get BRT input?
Eric Hecox: You can have any input you want.
Rick Brown: Part of the challenge is looking at multi-purpose projects.
IBCC Current Role
Eric Hecox presented IBCC current role. Asked IBCC to think about role
Harris Sherman: I would like feedback now if anyone is not comfortable with this approach.
Jeris Danielson: It is vital that IBCC does this.
Steve Vandiver: This is our original charge.
Ray Wright: The piece I have felt is lacking is cross basin understanding. I want to use this
body to gain a greater understanding of all basins in the state. This group needs to gain an in-
depth understanding.
Bill Tramper I would agree with Ray to some extent. We need to have a dialogue with each
basin. We need to have a discussion about key issues for each basin roundtable.
Eric Hecox: The 4th component of Needs Assessment is water supply solutions. We have
WSRA and provider solutions. There are also some multi-basin solutions: River District, Dever,
Million, Flaming Gorge, Northern-Yampa pumpback. We have had a few joint round table
meetings. The West Slope met together, the Front Range will meet in November.
Rick Brown: SWSI 2 will not provide a comprehensive analysis on solutions, it stopped short of
this.
Ray YI'right: I want to put in a pitch for Rio Grande Initiative, which is a conservation easement
approach. Forced us to look at if it is meeting an identified need. Will it help in preventing a
gap from happening. Unintended consequences of an action can take you backwards.
Colorado Water Conservation Board
Flood Protection • Water Project Planning and Finance • Stream and Lake Protection
Water Supply Protection • Conservation and Drought Planning • Intrastate Water Planning
