Upstream Interests: Town of Castle Rock, Castle Pines Metro District, Castle Pines North <br />Metro District, Centennial Water and Sanitation District, Center of Colorado Water <br />Conservancy District, Colorado State Parks, Denver Botanic Gardens, Parker Water and <br />Sanitation District, Perry Park Country Club, Roxbor-ough Metropolitan District, and South <br />Metro Water Supply Authority. <br />Downstream Interests: City of Aurora, City of Brighton, Central Colorado Water <br />Conservancy District, and Western Mutual Ditch Company. <br />Instr•eam Interests: City and County ofDenver; Denver Water; The Gr•eenway Foundation, <br />City ofLittleton, and Metro Wastewater Reclamation District. <br />Other Support: Colorado Division of Wildlife, Douglas County Board of Commissioners, <br />South Platte Basin Roundtable, Denver Metro Roundtable, Urban Drainage & Flood <br />ControlDistr-ict, Audubon Society of Greater Denver; Trout Unlimited, Chatfi~eldBasin <br />Conservation Newtwork, and the Colorado Environmental Coalition. <br />Environmental and recreation concerns will be challenging, but the stakeholders have indicated <br />their willingness and ability to mitigate impacts resulting from the reallocation of storage space. <br />The Project is clearly viable, and the benefits are tremendous especially when compared to <br />alternatives such as constructing a new storage facility. <br />The Department of Natural Resources (DNR) and the Board (CWCB) have been instrumental <br />over the past few years in supporting the Project and have demonstrated their robust willingness <br />to advocate the goals and financial needs of the reallocation effort. A formal resolution was <br />adopted by the Board at its May 2007 meeting as an official record of support for the Project. <br />Legislative Proposal <br />Staff now proposes a statutory change within the 2008 Projects Bill that will authorize the <br />CWCB to: Contract with the US Army Corps to hold storage space in the reservoir; contract <br />with local entities who will utilize the reservoir storage space; loan money and receive money <br />from entities to undertake mitigation, operational and maintenance activities and hold such <br />money in a $200 million fund until such time as it is transferred to the US Army Corps of <br />Engineers pursuant to a contract or agreement; and, to undertake such action as is necessary, <br />including the award of contracts and grants to public and private entities to undertake mitigation <br />and construction related activities, to effectuate the delivery of water stored in the reservoir. <br />Staff Recommendation <br />Staff recommends that the Board endorse the concept of proposed new statutory language within <br />the 2008 Projects Bill that would specifically authorize the CWCB to implement the Chatfield <br />Reservoir Reallocation project. <br />The staff has the authorization to work with the Executive Director's Office, the Governor's <br />Office and members of the General Assembly regarding the specific language. <br />The staff shall keep Board members informed regarding the progress of discussions regarding <br />the proposed statutory change. <br />
