1 SECTION 4. Satellite monitoring system maintenance -appropriation. (1) In
2 addition to any other appropriation, there is hereby appropriated, out of any moneys in the
3 Colorado water conservation board construction fund not otherwise appropriated, to the department
4 of natural resources, for allocation to the division of water resources, for the fiscal year beginning
5 July 1, 2008, the sum of three hundred fifty thousand dollars ($350,000), or so much thereof as may
6 be necessary, for renovation of existing gauging stations, replacement of outdated collection
7 platforms and upgrading of transmission components of the satellite monitoring system established
8 and operated pursuant to section 37-80-102 (10), Colorado Revised Statutes, stream gage flood
9 hardening projects and data collection efforts related to flood forecasting and warning.

11 (2) The moneys appropriated in subsection (1) of this section shall remain available for the
12 designated purposes until they are fully expended.

15 SECTION 5. Colorado drought mitigation and response plan implementation
16 program -appropriation. (1) In addition to any other appropriation, there is hereby appropriated,
17 out of any moneys in the Colorado water conservation board construction fund not otherwise
18 appropriated, to the department of natural resources, for allocation to the Colorado water
19 conservation board, for the fiscal year beginning July 1, 2008, the sum of three hundre;d thousand
20 dollars ($300,000), or so much thereof as may be necessary, to implement the major
21 recommendations identified in the 2002 Colorado drought mitigation and response plan. The
22 program will be used to develop and implement a comprehensive and effective State drought plan.

~24 (2) The moneys appropriated in subsection (1) of this section shall remain available for the
25 designated purposes until the project is completed.

28 SECTION 6. In-stream flow engineering and technical support services -
29 appropriation. (1) In addition to any other appropriation, there is hereby appropriated, out of any
30 moneys in the Colorado water conservation board construction fund not otherwise appropriated, to
31 the department of natural resources, for allocation to the Colorado water conservation bc-ard, for the
32 fiscal year beginning July 1, 2008, the sum of one hundred fifty thousand dollars ($150,000), or so
33 much thereof as may be necessary, for engineering support services to assist staff in conducting
34 technical analysis and providing expert testimony needed to resolve or defend existing in-stream
35 flow water rights, establish new in-stream flow appropriations, and change the use of acquired
36 water rights for in-stream flow use.

38 (2) The moneys appropriated in subsection (1) of this section shall remain available for the
39 designated purposes until the project is completed.

42 SECTION 7. Colorado river augmentation project development -appropriation. (1)
43 In addition to any other appropriation, there is hereby appropriated, out of any moneys in the
44 Colorado water conservation board construction fund not otherwise appropriated, to the department
45 of natural resources, for allocation to the Colorado water conservation board, for the fiscal year
46 beginning July 1, 2008, the sum of one hundred fifty thousand dollars ($150,000), or so much
