The study budget of $25,000 allowed for only a needs assessment component (Phase 1). As part <br />of the original study scope, staff did receive proposals for a possible Phase 2 component (policy/ <br />marketing/ implementation). This would include evaluating CWCB marketing opportunities and <br />loan policies, further evaluation of loan criteria requirements, education and outreach related to <br />developing TMF Capacity (technical, managerial and financial), and developing implementation <br />plans. The cost of this additional study was estimated at $;4,500. A Phase 2 study could <br />address the policy and financial risk concerns related to a possible higher level of marketing <br />effort toward PNPWS's. It is generally more difficult to evaluate PNPWS's for loan- <br />worthiness as they typically have limited planning and organization resources, and may even be <br />operated on a volunteer basis. They can often benefit from TMF assistance, as they may not be <br />doing sufficient long-range planning or assessing enough fees or revenues to pay for more <br />significant water infrastructure needs or to create reserves, and they may have difficulty <br />qualifying for loans due to financial qualification or collateral policies. <br />Recommendation <br />Mr. Jim Henderson, from Stratus Consulting, Inc., will provide the Board with a brief <br />presentation of the Study, and answer questions. Staff is bringing this item to the Board for <br />information and guidance, and to discuss possible future courses of action. <br />
