Wine, P.H. <br />Division Enb~incer <br />am encouraged by the prospect of a study of the hydraulic capacity of the Purgatoire River below Trinidad <br />Reservoir which may provide a reliable determination of the safe channel capacity through the City of <br />Trinidad and below and that may lead to a project to improve the channel capacity in the event that it is <br />determined that the present capacity is insufficient. <br />In 1985 the Las Animas County District Court entered a finding of non-injury and approved a change <br />in place of storage far the Model Reservoir right on conditions including that the Trinidad Project <br />shall be operated in accordance with operating principles. One of the operating principles states: <br />All potentially damaging flood inflows shall be temporarily detained as necessary to limit the flow <br />insofar as possible to anon-damaging flow, currently estimated to be 5,000 c.f.s., downstream <br />from the Trinidad Reservoir. <br />In 1986 the Governor of Kansas conditionally approved the operating principles for the Trinidad Project. One <br />of the conditions of approval states: <br />Al[ inflows over established Colarada water rights (1'156.05 cfs} {shall) be designated flood flows <br />and released as promptly as downstream conditions permit... <br />Presently, the criteria used by the Division 2 Engineer's office regarding the temporary detention and <br />subsequent release of flood flows is to limit releases from Trinidad Dam so as to cause the flow measured at <br />the Trinidad gage to not exceed 3,000 cfs. This is in accord with a letter from Gary L. Gomel of the Corps of <br />Engineers dated April 18, 1993, which states: <br />The Water Control Plan for the flood control operation of Trindad Lake calls for releases of 5000 <br />cfs, as measured at the Trinidad gage... Until the Water Control Plan can officially be revised, <br />any releases from Trinidad Dam in excess of 3000 cfs should not be made without consultation <br />with this office. <br />The Water Control Plan has not been revised since the above referenced letter was written in 1993. <br />According to a report delivered by LTC Todd Wang, U5 Army Carps of Engineers, Commander of the <br />Albuquerque District, to the Arkansas River Compact Administration on December 14, 2004, historically <br />releases from Trinidad Reservoir have been less than 1,000 cfs and it wasn't until May 5, 2004 that this level <br />was exceeded when a release of 1051 cfs was recorded. Later, on August 12, 2004, the USGS measured a <br />release of 1260 cfs. Concerns over damages due to flooding have been reported to this office at release <br />levels at and below these rates. <br />Both downstream water users and property owners may be adversely affected ifi the channel of the <br />Purgatoire River channel is incapable of conveying flood flows. Therefore, in my opinion, both water <br />administration and flood protection objectives will be aided by a technically sound assessment of the current <br />channel capacity below Trinidad Reservoir. <br />
