Non-Reimbursable Application -CWCB Construction Fund <br />Form Revised June 2006 <br />Explain why you are requesting a grant, instead of a loan. (the Construction Fund exists primarily to <br />provide low interest loans for the construction or rehabilitation of raw water projects. Non- <br />reimbursable investments are approved only when the project or study is of statewide interest and <br />benefits a wide range of people and organizations, and/or a large geographical area . <br />There is a real need for this type of work. While some federal partners and some of the larger <br />water providers are willing to provide some financial support to accomplish this work, the <br />State needs to be able to take a leadership role in this area, and in fact is being encouraged by <br />federal, state, and local entities to do so. Initially focusing on one basin or sub-basin in efforts <br />to analyze altered streamflows potentially impacting call patterns, may help the State estimate <br />the broader effect of climate change on Colorado's water resources as a whole and benefit <br />water users around the State. <br />As a result of this effort, it is anticipated that the State will be able to provide more technical <br />support to midsize and smaller water providers in preparing for uncertain futures due to <br />climate change and variability. This study will be of statewide interest, and may be <br />applicable to other work that the CWCB is currently engaged in (e.g. Colorado River Water <br />Availability Study). <br />6.
