In a letter dated
August 14,2002, Mr, Tom Williams, P.E., Stormwater Utility Manager, Department of Public Works,
Town of Parker, requested that FEMA revise the FIRM and FIS report to show the effects of revised
hydrologic and hydraulic analyses, more detailed topographic information, and channel modifications
associated with the Canterberry Crossing (Villages of Parker) development along Sulphur Gulch from
approximately 1,580 feet downstream of Canter berry Parkway to approximately 930 feet upstream of
Canterberry Trail. The revision was extended upstream into the unincorporated areas of Douglas County
to approximately 1,130 feet upstream of County Road 9 (CR9) as the upstream llimit of detailed study.
The channel modifications included construction of two new culvert stream crossings at Canterberry
Parkway and Canterberry Trail.

All data required to complete our review of this request were submitted with letlters from Mr. Brad
Robenstein, P.E., Drainage and Flood Control Engineer, Public Works Department, Douglas County;
P.E., Project Engineer, EMK Consultants, Inc.; and Mr. Williams.

We have completed our review of the submitted data and the flood data shown on the effective FIRM
and in the effective FIS report. We have revised the FIRM and FIS report to modify the elevations and
floodplain and floodway boundary delineations of the flood having a I-percent ehance of being equaled
or exceeded in any given year (base flood) along Sulphur Gulch in your community from approximately
930 feet upstream of Canterberry Trail to the upstream limit of detailed study, which is approximately
1,130 feet upstream ofCR9. As a result of the modifications, the Base Flood Elevations (BFEs) for
Sulphur Gulch and the widths of the Special Flood Hazard Area (SFHA), the ar(~a that would be
inundated by the base flood, and the regulatory floodway increased in some areas and decreased in other
areas. The modifications are shown on the enclosed annotated copies of FIRM Panel 0090 C, Profile
