Federal Emergency Management Agency
Washington, D.C. 20472

CERTIFIED MAIL
. RETURN RECEIPT REQUESTED

IN REPLY REFER TO:
Case No.: 02-08-464P

The Honorable James R. Sullivan
Chairman, Douglas County
Board of Commissioners
I 00 Third Street
Castle Rock, CO 80104

Community: Douglas County, CO
Community No.: 080049
Panel Affected: 0170 C
Ef~ective.~ate of JAN 24 2003
ThiS Revision:

102-I-C

Dear Mr. Sullivan:

This responds to a request that the Federal Emergency Management Agency (FEMA) revise the effective
Flood Insurance Rate Map (FIRM) for your community in accordance with Part 6S of the National Flood
Insurance Program (NFIP) regulations. In a letter dated August 6, 2002, P.E.,
Project Manager, Carroll & Lange, Inc., requested that FEMA revise the FIRM to show the effects of
revised hydrologic and hydraulic analyses, proposed drainage improvements, updated topographic
information, and stream realignment along Tributary A from just upstream to approximately 4,500 feet
upstream of its confluence with East Plum Creek. The drainage improvements included two on-stream
detention pond facilities, one just upstream of U.S. Highway 85 (US8S) and the other approximately
800 feet upstream ofUS8S, and dual4-foot by 6-foot concrete box culverts at US85. This request
follows up on a Conditional Letter of Map Revision issued on May 1,2001.

All data required to complete our review of this request were submitted with letters from r 1

We have completed our review of the submitted data and the flood data shown on the effective FIRM.
We have revised the FIRM to modify the floodplain boundary delineations of the flood having a
I-percent chance of being equaled or exceeded in any given year (base flood) along Tributary A from its
confluence with East Plum Creek to approximately 4,500 feet upstream of US85 through Castle Pines
Village Filing No. 32. As a result of the modifications, the width of the Special Flood Hazard Area
(SFHA), the area that would be inundated by the base flood, for Tributary A increased in some areas and
decreased in other areas.. The increases in SFHA width are contained within the requester's property.
The SFHA for Tributary A is designated Zone A, with no Base Flood Elevations determined, on the
effective FIRM. The modifications are shown on the enclosed annotated copy of FIRM Panel 0170 C.
This Letter of Map Revision (LOMR) hereby revises the above-referenced panel of the effective FIRM
dated September 30, 1987.

The modifications are effective as of the date shown above. The map panel listed above and as modified
by this letter will be used for all flood insurance policies and renewals issued for your community.

A review of the determination made by this LOMR and any requests to alter this determination should be
made within 30 days. Any request to alter the determination must be based on scientific or technical
data.
