Federal Emergency Management Agency
Washington, D.C. 20472

CERTIFIED MAIL
RETURN RECEIPT REQUESTED

IN REPLY REFER TO:
Case No.: 01-08-180P

The Honorable Gary Lasater
Mayor, Town of Parker
20120 East Main Street
Parker, CO 80138

Community: Town of Parker, CO
Community No.: 080310
Panels Affected: 0070 D
Effective Date of J U N 2 2 2001
This Revision:

102-I-A-C

Dear Mayor Lasater:

This responds to a request that the Federal Emergency Management Agency (FEMA) revise the effective
Flood Insurance Rate Map (FIRM) and Flood Insurance Study (FIS) report for your community in
accordance with Part 65 of the National Flood Insurance Program (NFIP) regulations. In a letter dated
March 7, 2001, Mr. Tom Williams, Stormwater Utility Manager, Department of Public Works, Town of
Parker, requested that FEMA revise the FIRM and FIS report to show the effects of channelization along
Newlin Gulch from the confluence with Cherry Creek to approximately 1,800 feet upstream;
construction of a pedestrian bridge across Newlin Gulch approximately 175 feet upstream of the
confluence with Cherry Creek; and placement of fill within the floodway fringe of Cherry Creek from
the confluence of Newlin Gulch to approximately 2,000 feet downstream. This request also included
updated corporate limits information for the Town of Parker to reflect annexation of parcels of land from
Douglas County. Although portions of the project area are shown on the effective FIRM for the
unincorporated areas of Douglas County, they were annexed by the Town of Parker. This request
follows up on a Conditional Letter of Map Revision issued on August 7, 1998.

All data required to complete our review of this request were submitted with letters from
-, P.E., Division Manager, JR Engineering, and Mr. Williams.

We have completed our review of the submitted data and the flood data shown on the effective FIRM
and in the effective FIS report. We have revised the FIRM and FIS report to modify the elevations and
floodplain and floodway boundary delineations of the flood having a I-percent chance of being equaled
or exceeded in any given year (base flood) along Newlin Gulch and Cherry Creek.

As a result of the modifications along Newlin Gulch, the Base Flood Elevations (BFEs) for Newlin
Gulch and the widths of the Special Flood Hazard Area (SFHA), the area that would be inundated by the
base flood, and the regulatory floodway increased in some areas and decreased in other areas. The base
flood is contained within the channelized reach from the confluence with Cherry Creek to approximately
1,800 feet upstream. According to the updated corporate limits information, the channelized reach along
Newlin Gulch lies entirely within the Town of Parker. The increases in BFE and SFHA width along
Newlin Gulch are in the vicinity of Challenger Regional Park, from approximately 1,850 feet upstream to
approximately 2,300 feet upstream of the confluence with Cherry Creek. No insurable structures are
affected by the increased BFEs.
