October 1, 2007 <br />Report from the IBCC Representatives <br />Bill Trampe attended the September IBCC meeting in Longmont. It was hosted by the South Platte <br />Basin. The majority of the meeting was spent discussing the State's proposed Water Availability <br />Study. <br />South Platte gave a presentation about how they were losing their agricultural acres quickly to urban <br />sprawl. This loss would make a large impact on the economy of Colorado, and they were making a <br />good effort to preserve their agricultural base. <br />Marc Catlin was unable to attend the IBCC meeting in September due to scheduling conflicts. <br />The next IBCC meeting would be on October 22, 2007 in Glenwood Springs. <br />Report from the Educational Committee <br />Peter Kasper had nothing to report. <br />Bill Trampe announced that he had cards to pass out that gave information regarding the new <br />website developed by the Department of Natural Resources @ www.ibcc.state.co.us. <br />Dave Kanzer said that he had spoke to Dan Birch from the Yampa Basin Roundtable. He said that <br />they were interested in getting on our agenda to make a presentation to the Gunnison Basin <br />Roundtable, possibly in November. That group meets quarterly, and they would come forward with <br />a subdelegation. <br />Report from the Black Canyon Quantification Committee <br />David Baumgarten said that the first mediation meeting took place in the previous week. There was <br />a pretty rigorous series of meetings set. <br />Many of the members of the Quantification Committee are on the mediation committee. David <br />recommended that the Quantification Committee be made up only of members of group involved in <br />mediation, and although they were not supposed to disclose information outside the mediation, they <br />would be able to take the ideas of the GBRT to the mediation. He also commented that he felt there <br />was a very skilled person mediator in charge of the proceedings. <br />1. Colorado River Water Availability Study -Phase 1 Scope of Work. <br />Tyler Martineau announced that the IBCC had approved the draft of the Water Availability <br />Study on September 11, 2007. He said that the study was about the Colorado River and its <br />tributaries. Because the Gunnison Basin was a significant tributary to the Colorado River, the <br />GBRT had a great interest in that availability study. <br />The IBCC was looking for comments from the Roundtables in the following few days. Bill <br />Trampe, Marc Catlin, Ken Spann and Tyler had attended the workshop on the scope of work <br />held in Glenwood Springs the previous Monday. He said the Roundtable would need to <br />comment either by letter or through our IBCC representatives. He had drafted a letter by <br />gathering comments from the workshop and from the emails as a starting point to work from. <br />Ken Spann felt that the meeting was well attended. He discussed the climate data and the <br />modeling. Marc Catlin added that it was critical to get the Needs Assessments done.
