S. Arlny Corps of Engineers (Corps) to <br />investigate the feasibility of flood damage reduction, environmental restoration and other improvements <br />in the Cache La Poudre River floodplain (Project) throughout the City of Greeley. The CWCB <br />approved $150,000 in the 2003 Construction Fund Bill, and CWCB staff contracted with Greeley to <br />assist in meeting non-federal cost share requirements for the study. <br />Discussion <br />Dave Wells, project manager for Greeley, made a presentation at the 2006 CWCB Finance Committee <br />meeting. At that time there was still CWCB funding in the contract between the CWCB and Greeley and <br />they withdrew their application. Greeley has made progress on this Project but federal funding has been <br />difficult to obtain. This means that receiving less federal funds than requested adds time to the Project <br />timetable. The original contract between the CWCB and Greeley is now essentially completed. Reports <br />on Cultural Resources, Biology, Socio-Economics, Real Estate, Hydrology, Hydraulics and Floodplain <br />Conditions are completed. Dave Wells again presented to the CWCB Finance Committee in September <br />2007 explaining how the CWCB funds assist in keeping the City and Corps focused on this worthwhile <br />project. <br />Staff Request <br />Staff requests that the Board consider the use of additional CWCB funds to assist Greeley in meeting its <br />non-federal cost share obligations. The funds will be used for anon-reimbursable investment to <br />Greeley to assist the City and the Corps in the completion of the deliverables in the Cache La Poudre <br />River General Investigation Study. <br />Staff Recommendation <br />Staff recommends that the Board request that the General assembly authorize $150,000 from the <br />Construction Fund to be appropriated to the Cache La Poudre River General Investigation Study. <br />Water Supply R•otection • Flood Protection • Stream & Lake Protection • Rater Supply Planning & Finance <br />Water Conservation & Drought Planning • Intrastate Water Management & llevelopment <br />
