environmental and cultural value that agriculture provides to our local communities and <br />the state as a whole. The grant program seeks to both allow the free marketing of water <br />supplies and to advance alternatives to traditional purchase and transfer of agricultural <br />water. Projects funded from this grant program should not simply be aimed at <br />facilitating a single locally-driven transfer but must also provide usable and <br />transferable information that will increase our understanding of how to successfully <br />design transfer programs that provide along-term reliable municipaUdomestic <br />water supply while sustaining meaningful production agriculture. <br />The grant program is available to applicants/projects in the Arkansas and South Platte <br />Basins. At minimum of 12 grants will be provided to each of these areas. The ultimate <br />number of grants funded will depend on the number and quality of applications received. <br />There will be two rounds of application submittal and grant awards per year. The first <br />deadline to submit grant applications will be March 31 st ,.r„<,°,..,~,°.. ~ n~ for consideration <br />at the May3-air-y 2008 CWCB Board meeting. The second round deadline for grant <br />submittal will be September 30th "~^r~~r~ for consideration at the November X2008 <br />CWCB Board meeting. The CWCB Board will consider the grants and recommendations <br />by staff and will decide whether to fund, not fund or partially fund the grant requests. If <br />fluids are not exhausted following the first application round the same application <br />timeframes will apply for•"T,.<.°-.,~,°,. ~nnsz .,,,a March 2009 and September 2009. <br />Eli ig bilit~ equirements • <br />In order for a project to eligible to receive funding from the grant program it must meet <br />the requirements described in this section. If a project meets the eligibility requirements <br />it will then undergo further analysis to determine how well it meets the Evaluation <br />Criteria described in the following section. <br />In order to be eligible for funding, the project must include: <br />1. A completed application form. <br />2 A description of how if implemented it will protect pro~erty and water rights. <br />--1=3.Identified group(s) of agricultural users that are willing to transfer a portion of <br />their water and identified group(s) or area(s) where the transferred water would be <br />put to the new use. <br />~4.The project must at a minimum conceptually describe *'~°r°~~~'~'<~ ^~'ar°c° the <br />technical, institutional, and legal elements of the water ~gl~ts transfer. Grant <br />monies may be used to address one or more of these elements. If grant monies <br />are not requested noed~-for all three elements the grant applicant must describe <br />how they have or intend to a~~st~te *~tm=y'~`o'° *~=cab'.-'-;' addresse-d <br />the elements, which are not included in the grant request, through other efforts. <br />~S.Grant monies that are proposed for use for legal assistance shall be oriented <br />toward advancing the knowledge of alternative aglricultural water transfer <br />methods and techniques• not for preparation of a specific water court case. The <br />total requested funds for legal assistance shall not exceed X40 percent of the total <br />grant request.
