Through the TRT effort and integration of SWSI with the Water for the 21St Century Act the
products from SWSI Phase 2 form a strong foundation to begin to articulate options for
Colorado's Water Supply Future. The SWSI and SWSI Phase 2 reports provide insights as to
how Colorado might look in the future and they include resources and information to help
articulate different options. Our challenge now is to move forward and begin to address some of
the fundamental choices and options we have as a State as we prepare for the next decades.
Finally, the Board will note that each section of the report has varying degrees of relevance to
each of the CWCB's individual sections. Within applicable report sections there are important
concepts and recommendations that each section can undertake as we move forward. In
addition, Section 6, which is a preliminary draft, provides a summary of select findings from
SWSI and SWSI Phase 2. Section 6 provides and opportunity for the Board to emphasize some
of the important findings and initiatives it would like to pursue as we chart our future efforts.
Staff would like to work with the Board over the next couple months to finalize Section 6.
Recommendations
The SWSI Phase 2 report is very technical in nature and it will be difficult for many stakeholders
to take the time to work through the document. Staff recommends that the Board adopt Sections
1-5 of the report and direct staff to develop fact sheets for each of the relevant report sections and
to work with various stakeholders, especially the Basin Roundtables, to familiarize them with the
information in the report. Staff also recommends that the Board work with staff over the next
couple months to finalize Section 6 of the report.
2
