June 22, 2007

Mr. Rick Brown
Interstate Water Management Development Section
Colorado Water Conservation Board
1580 Logan Street, Suite 1600
Denver, Colorado 80203

Subject: Water Supply Reserve Account 2007 Grant Application for Direct Determination
of Crop Evapotranspiration in the Arkansas Valley with a Weighing Lysimeter

Dear Rick:

Enclosed is a grant application from the Colorado State University Agricultural Experiment Station. The
grant application is for $50,000 for a weighing lysimeter for direct detennination of crop
evapotranspiration in the Arkansas Valley. This grant application was considered at the March 14,2007,
Roundtable meeting and again at the June 13, 2007 meeting. It was also reviewed by our Needs
Assessment Committee and has received through both the Committee process and our Roundtable, a
thorough review and full discussion at a publicly-noticed meeting with a 75 percent quorum present. It
was approved with the understanding that if approved by CWCB, it would be funded out of our Basin
account. There was a dissenting opinion, and attached is that opinion submitted by Dan Henrichs.

In closing, if I can be of any assistance to you and your staff or the Water Conservation Board in their
evaluation and consideration, please do not hesitate to contact me at: 719.584.0221 or
aharnel@pueblowater.org. (I will be out of the office from June 25 through July 10.) Also, you may
contact Jay Winner (Chair of the Arkansas Basin Roundtable Needs Assessment Committee and Vice-
Chair of the Arkansas Basin Roundtable) at 719.254.5115.

Sincerely,
/-"--. \
I /) 1 (1 I \ fn
"- y'~ \.._- .
