Water Supply Reserve Account – Grant Application Form <br />Form Revised May 2007 <br />_______________________________________ <br /> <br />6) Assess the effects on return flows of various irrigation practices or changes in those practices. <br />7) Investigate creative solutions that benefit multiple interests (e.g. agriculture, energy, recreation, environment, <br />etc.) <br /> <br />Need for Activity: No agricultural assessement has been performed that woud identify the impacts on agriculture <br />water from industry’s use of conditional water rights in the White River Basin. In addition, there has never <br />been an assessment of the impacts of climate change on agricultural water availability in the <br />Yampa/White/Green Basins. It is opportune for the first study to be undertaken to accurately identify <br />agricultural water needs and shortages in the Basins and identify projects to satisfy those needs to assure a <br />sustainable and growing agricultural industry in the Basins. <br /> <br />Expectations of participants: Participants expect to have a completed product that would describe 1) existing <br />agricultural water shortages 2) identify future demands for ag water 3) determine the role of climate change on <br />water availability, 4) reveal the impact to agriculture water if conditional water rights in the White River are <br />used, 5) identify water supply development alternatives, 6) understand the role of return flows in available <br />agricultural water, 7) identify partnering opportunities with energy, recreation, and other uses. <br /> <br />Why activity is important: This project is important for agriculture to plan for growth and sustainability and <br />limitations to growth and sustainability into the future. <br /> <br />Service Area: Yampa, White, Green River Basins. <br /> <br />Tabor Issues: On November 5, 1996 Moffat County’s electorate approved a ballot question allowing <br />Moffat County to collect, retain and expend all revenues and other funds collected during 1995 and <br />each subsequent year from any source. <br /> <br />5. Please summarize the proposed scope of work. Please refer to Part 2 of the Criteria and Guidance document for <br />detailed requirements. On the following page there is an example format for the Scope of Work. Water Availability and Sustainability – this information is needed to assess the viability and effectiveness of the <br />water project or activity. Please provide a description of each water supply source to be utilized for, or the water <br />body to be affected by, the water activity. For water supply sources being utilized, describe its location, yield, <br />extent of development, and water right status. For water bodies being affected, describe its location, extent of <br />development, and the expected effect of the water activity on the water body, in either case, the analysis should <br />take into consideration a reasonable range of hydrologic variation. <br /> <br /> NA <br /> <br /> <br />7.
