<br />Mapping Plan for Colorado <br /> <br />Executive Summary <br /> <br />The Colorado Map Modernization Implementation Plan (MMIP) has been prepared by the Colorado <br />Water Conservation Board (CWCB), with assistance from Moser and Associates and PBS&J. A <br />statewide plan is being prepared for all of the 50 States as part of the development of a comprehensive <br />national strategy for modernizing FEMA's inventory of Flood Insurance Rate Maps (FIRMs). The <br />Colorado MMIP identifies mapping priorities for the State of Colorado and outline an approach and <br />estimated costs for addressing these mapping needs. <br /> <br />In accordance with Government Performance Results Act (GPRA) performance measures suggested by <br />the Office of Management and Budget (OMB), this plan is designed to accomplish the following: <br /> <br />. Reduce the average age of the State's FIRMs from over 13.6 years to 6 years or less; <br />. Produce digital flood hazard maps with up-to-date flood hazard data for the 15% highest priority <br />areas; and <br />. Develop flood hazard maps for half ofthe unmapped, flood prone communities. <br /> <br />The program identified in this plan identifies estimated costs for updating floodplain mapping needs and <br />establishes priorities for study updates by County. In addition, it will identify State resources and the <br />potential for a cost-share with State and local partners. <br /> <br />This plan provides a general profile of mapping needs for Colorado utilizing statistical data, some of <br />which is specific to the National Flood Insurance Program (NFIP). The plan focuses on the highest <br />priority counties in Colorado, including the municipalities within those counties, and the floodplain <br />mapping need of those counties. 25% of the counties in Colorado (16 counties), have been identified as <br />"high priority". CWCB proposes to initiate work in at least 10 of those 16 counties in FY 2003. The <br />remainder of this plan will outline the roles the State and FEMA Region VIII will play in addressing the <br />needs of the remaining 48 Colorado Counties in future years. <br /> <br />Acknowledgements <br /> <br />The Colorado MMIP was completed by the consulting team of Moser & Associates and the Denver office of <br />PBS&J, under contract with the Colorado Water Conservation Board. The team also received invaluable <br />assistance from the Urban Drainage & Flood Control District. FEMA Region VIII staff participated in the <br />process and provided guidance to the team as needed during the development of the plan.
