Weighting of individual parameters is explained on pages 25 &26. <br /> <br />6.6 Unmapped Communities <br /> <br />FEMA also made a point of emphasizing the importance of mapping floodplains in unmapped <br />communities that are floodprone. There is some question about what constitutes an unmapped <br />community. In particular, FEMA has decided that communities with D-zone maps ("areas of possible but <br />undetermined flood hazard") are mapped. The CWCB disagrees with that assessment. AD-zone <br />designation provides absolutely no useful information to anyone trying to assess the nature of the flood <br />hazard, because there is no quantification of flood elevations and no floodplain limits on a map to guide a <br />person reading the map. In addition to the D-zone question, there may be a question in the minds of some <br />whether a community that has been mapped by parties other than FEMA is unmapped. The CWCB's <br />definition of an unmapped community is a community that has no map published by FEMA that shows <br />either approximate or detailed floodplain delineations. <br /> <br />CWCB used a numerical score to define a community's unmapped status. Communities with no flood <br />hazard were given a score of O. Communities with a current published FEMA map showing floodplain <br />delineations were also given a score of O. Communities evaluated by CWCB as needing a limited <br />detailed study (detailed hydrology, limited topography, and limited hydraulics) were given a score of 2. <br />Communities for which CWCB recommended the use of a FEMA map for another community (e.g. a <br /> <br />12/26/2002 <br /> <br />Page 22 of 38 <br />
