Weighting of individual parameters is explained on pages 25 &26. <br /> <br />6.4 CWCB Evaluation of Flood Hazard Risk <br /> <br />This parameter attempts to address the question, "Which counties face the greatest likelihood of loss of <br />life and damage to property due to flood hazards?" Two of the three CWCB staff members who scored <br />the 332 individual communities for this parameter have worked for the CWCB for more than 20 years. <br />They have seen Presidential Disaster Declarations in 1982, 1984, 1997 and 1999. The third staff member <br />witnessed the Buffalo Creek flood and the two most recent Presidential Disasters. All three have traveled <br />throughout Colorado and met with officials from many local governments. They have helped develop <br />floodplain maps and flood hazard mitigation plans and projects for numerous communities. They have <br />also witnessed severe erosion and channel migration, debris flows, and ice jam floods. With that <br />experience, staff felt that they were very well qualified to assign scores from 0 to 5 for the flood hazard <br />risk faced by each community in Colorado. Communities deemed by the CWCB to have no flood hazard <br />(not floodprone) were assigned a score of O. The communities in Colorado facing the greatest danger <br />with regard to flood hazard risk were assigned a score of 5. <br /> <br />12/26/2002 <br /> <br />Page 19 of 38 <br />
