Water Supply Reserve Account – Grant Application Form <br />Form Revised May 2007 <br />_______________________________________ <br /> <br />“ <br />To work with all regional water and sewer providers and customers to seek more efficient ways to <br />provide water and sewer services, and to advise City Council on water and wastewater policy.” And <br />responsibilities include: “To review and make non-binding recommendations on matters pertaining to <br />water and wastewater services including, but not limited to: review of existing services for greater <br />efficiencies in service; review of proposed new services; integration of long-range water and wastewater <br />planning with the City and County community plans; review of water rights applications by the City and <br />special districts; water and wastewater rates; plant investment fees; and dispute resolution between <br />member entities.” It is difficult to make recommendations without good quality information on water <br />quality. <br />The water quality in the upper Yampa Basin is generally recognized as superior in quality; however, the <br />208 report published in 2002 and monitoring by the State Department of health identified several areas as <br />needing more information and was placed on the monitoring and evaluation (M&E) list. In low water <br />years the Division of Wildlife has been forced to put restrictions on the River through the City of <br />Steamboat Springs due to temperature and subsequent dissolved oxygen problems. This has led to other <br />closures of recreational uses of the river. This proposal would begin to pull together needed data for these <br /> <br />and other water quality concerns. <br /> <br />5. Please summarize the proposed scope of work. Please refer to Part 2 of the Criteria and Guidance document <br />for detailed requirements. On the following page there is an example format for the Scope of Work. You can <br />use the example format or your own format, provided that comparable information is included. <br /> <br />The scope of work should outline by task how the water activity will be accomplished. It is important that the <br />scope of work detail the specific steps, activities/procedures that will be followed to accomplish the water <br />activity and the specific products/deliverables that will be accomplished. The scope of work should include but <br />not be limited to: task description, key personnel, budget, schedule and deliverables and the final <br />report/project documentation upon completion of the water activity. <br /> <br />The Scope of Work is summarized on pages 8-11. <br /> <br />6. Water Availability and Sustainability – this information is needed to assess the viability and effectiveness of <br />the water project or activity. Please provide a description of each water supply source to be utilized for, or the <br />water body to be affected by, the water activity. For water supply sources being utilized, describe its location, <br />yield, extent of development, and water right status. For water bodies being affected, describe its location, <br />extent of development, and the expected effect of the water activity on the water body, in either case, the <br />analysis should take into consideration a reasonable range of hydrologic variation. <br /> <br />This project is not directly associated with development of water storage or water rights. The project <br />directly addresses the sustainability of collaborative efforts at addressing water issues in the upper Yampa <br />drainage and providing reliable, accessible water quality data to discussions on consumptive and <br />nonconsumptive uses and projects. <br /> <br /> <br /> <br /> <br />7 <br /> <br />
