Water Supply Reserve Account – Grant Application Form <br />Form Revised May 2007 <br />_______________________________________ <br /> <br />Threshold Criteria. <br />2. Describe how the water activity meets these <br /> <br />1. The water activity meets the eligibility requirements outlined in Part 2 of the Criteria and <br />Guidelines. <br /> <br />This project is a non-structural activity proposed by two governmental agencies. This meets the <br />eligibility requirements in Part 2 of the Criteria. <br /> <br />Additionally the activity relates to several of the major findings of the SWSI namely: <br />1. Significant increases in Colorado’s population-together with agricultural water needs and an <br />increased focus on non-consumptive uses will intensify competition for water. <br /> <br />8. Non-consumptive uses of water are expected to increase with population growth. These uses help <br />support Colorado’s tourism industry, provide recreational and environmental benefits for our <br />citizens, and are an important industry in many parts of the state. Without a mechanism to fund <br />environmental and recreational enhancement beyond the project mitigation measures required by <br />law, conflicts among M&I, agriculture, recreational, and environmental users could intensify. <br /> <br />Leading in part to following SWSI key recommendations: <br />1. Ongoing dialogue among all water interests is needed to help ensure wise management of <br />Colorado’s water resources. <br /> <br />3. Develop a program to evaluate, quantify, and prioritize environmental and recreational water <br />enhancement goals. <br /> <br />This proposal will address these recommendations with respect to the quality component of water <br />resources in the Yampa Basin. A common database and assessment of the data from a respected <br />independent agency can serve as a starting point for discussion among all water interests. This <br />information will serve interests concerned with development of water sources and non-consumptive <br />uses alike. Water quality information is increasingly important for all uses of water both <br />consumptive and non-consumptive in the upper Yampa Basin. Secondly, in order to evaluate and <br />quantify and to develop priorities for non-consumptive enhancement goals, information based upon <br />sound science is necessary. This proposal corresponds to the recommendations of the SWSI report. <br /> <br />2. The water activity is consistent with Section 37-75-102 Colorado Revised Statutes. The <br />requirements/language from the statute is provided in Part 3 of the Criteria and Guidelines. <br /> <br />This proposal is consistent with CRS 37-75-102. This proposal has no impact upon water rights. <br />The intent of this proposal is not to have any impact upon water rights or be the basis for any <br />litigation in the area of water quality. This proposal is only a review of existing data in order to <br />effectively summarize the current state of water quality knowledge and effectively guide future <br />monitoring efforts. The use in the Roundtable forum will be to guide decisions regarding <br />consumptive and nonconsumptive uses that are dependent to some degree upon both water quality and <br />quantity parameters (i.e. potable supply, fisheries). <br /> <br />We do not intend any of the data to be collected in County/City monitoring efforts to be used to <br /> <br /> <br /> <br />4 <br /> <br />
