SECTIONTWO Program Plan <br />2.1.4.3 Site Specific Mapping <br />Due to the uncertainties associated with a 5-year plan the CWCB has established site-specific <br />flood hazard mapping alternatives to be implemented, as the CWCB and communities jointly <br />deem necessary and as funding is available, in order to increase the flexibility of Colorado's <br />flood mapping program. Most site-specific mapping will involve a Detailed Method analysis of <br />flooding hazards, but such mapping could include any of the study tasks identified in Appendix <br />D. The following methods have been identified to publish site-specific mapping data. From <br />most to least preferred, the methods are: <br />• Physical Map Revision (PMR) <br />• Letter of Map Revision (LOMR) <br />• Best Available Data (BADL) <br />The CWCB is currently contracting DFIRM production that includes printing of the preliminary <br />FIRMs and preparation of final Government Printing Office (GPO) deliverables. Colorado is <br />prepared to perform this function for areas where existing flood maps warrant a physical map <br />revision (i.e. the effective information is inadequate) including printing and issuing preliminaries <br />as well as preparing negatives for the GPO. These tasks can be performed for studies that <br />revise one or more FIRM panels, provided adequate funding is available from FEMA. In other <br />words, once a countywide DFIRM has been completed, if there is a need for a revised hydraulic <br />analysis and subsequent revised map panel from FEMA the CWCB is willing to produce the <br />preliminary maps and finalize the maps for GPO as long as there is funding in our budget from <br />FEMA to perform those tasks. Colorado does not have the desire or ability to assume any of <br />GPO's responsibilities at this time.. <br />2.1.4.4 Mapping for the Digital Future <br />The CWCB acknowledges that digital floodplain maps may be considered legal documents and <br />that they may be distributed based on a"mapping on demand" format in the future. Therefore, <br />the CWCB intends to position itself to contribute to the future of floodplain mapping by building <br />into this Plan the capability to distribute the data in a digital format in future years. In doing this, <br />the CWCB also hopes to realize efficiencies in map production costs by eliminating paper map <br />production thereby allowing the CWCB to perform more floodplain studies with the same <br />amount of funding. (It is anticipated that the shift to digital floodplain maps will reduce the <br />amount of funding that is spent to comply with FEMA's current Graphical Specifications). For <br />the short-term interim period when paper maps are still being produced, the CWCB <br />stipulates that a custom collar be used for all Colorado studies that is not necessarily <br />consistent with the national collar standard that may be used by FEMA or its National <br />Service Provider. See Figure 2.1 below for a preliminary draft of the Douglas County DFIRM <br />that we are currently producing for FEMA as an "early implementation success story" which <br />includes the custom collar referenced above. <br />Colorado Business Case Plan (Final Draft) 2-8 <br />
