FCL WD is a <br />special district which provides domestic water service and fire flows to homes and businesses within <br />its 60 square mile service area. They receive treated water from the Soldier Canyon Treatment <br />Plant, which isjointiy owned by the Tri-Districts ofFCLWD, North Weld County Water District <br />and East Larimer County Water District. Water is delivered to the plant from Horsetooth Reservoir <br />and Pleasant Valley Pipeline. According to Harvey Economics, FCL WD has a projected growth rate <br />of300 taps per year, through 2015; therefore water conservation will help them with prolonging <br />treatment plant expansion. The District has a current retail water use of approximately 8,952 acre- <br />feet/year, and plans to reduce their overall water use by 10 to 15% in a ten year planning period. <br />The application is attached for your review. <br /> <br />The applicant is requesting $28,915 to aid in developing a Water Conservation Plan that meets the <br />requirements outlined in SB 07-008. The applicant has demonstrated their financial ability to <br />provide 25.15% of the total project budget with matching funds in the form of $9,515 in-kind <br />contributions and $200 in cash contributions. Staff has reviewed and evaluated the grant application <br />and has determined that the proposal meets or exceeds the CWCB guidelines for reviewing grant <br />proposals. Attached is the internal checklist used to evaluate the application as well as the <br />application evaluation criteria. <br /> <br />Recommendation: <br /> <br />The OWCDP staff recommends that Dan McAuliffe, Deputy Director of the CWCB authorize <br />$28,915 to the FCLWD for completion of their Water Conservation Plan. <br /> <br />Flood Protection.
