The capacity of
the Treatment Plant is currently at 52 MGD with plans to expand.

FCLWD is located in Larimer County in the South Platte Basin. The Statewide
Water Supply Initiative conducted by CWCB identified a 22% gap in this basin
between future need for water and identified sources to fill that need. Water
conservation from the District will go toward filling that gap.

6. In this Water Conservation Plan, FCLWD will quantify its current water usage,
develop water conservation measures to implement, and determine the
benefitslimpacts of the implementation. The plan will describe new conservation
measures and goals that the District intends to achieve. See Attachment A for the
anticipated Scope of Work.

7. FCLWD will complete the project in accordance with the estimated Project
Schedule shown in Attachment B.

8. FCLWD intends to use the grant money for completion of the Water Conservation
Plan. The District will provide CWS all information, including billing and financial
information, as well as staff time to successfully complete the Plan. See
Attachment C for the breakdown of Project Fees - grant money, FCLWD in-kind
services.

9. "The Board of the FCLWD is committed to water resource sustainability and water
conservation. The District intends to do its part to preserve water for future
generations. Both staff and Board understand the needs and benefits to
implement long-term water conservation measures. We are committed to
complete a Water Conservation Plan in its entirety, per the CWCB Guidance
Document, to be approved by CWCB for the grant money requested."

~

Jim Borland; Board President

Clear Water Solutions, Inc.
Fort Collins-Loveland Water District CWCB Grant Application

5
