Hydrosphere's responsibilities included assisting with public involvement, water resoLrces
assessment, developing water demand estimates, water budgets, alternatives evaluation, and
development of a water conservation plan for the region. Hydrosphere played a large role in
coordinating and facilitating the efforts of many independent groups.

USBR Water Conservation Guidebook and Incentive Pricing Handbook
Client Contact: Randy Christopherson
email: rchristopherson@do.usbr.Qov
phone: 303-445-2729

The U.S. Bureau of Reclamation contracted with Hydrosphere to produce a water conservation
planning guidebook and an incentive pricing handbook. The water conservation guidebook provides
assistance to agricultural water districts in the preparation of water management and conservation
plans, clarification of water management problems and opportunities, and motivating improved :overall
district management. It provides technical background on dozens of conservation measures, guidance
on data collection and summarization, help with goal definition, and assistance with plan selection and
implementation. Similarly, the incentive pricing handbook assists agricultural water districts in gefining
revenue and water conservation goals and in developing conservation-oriented water pricing. The
handbook leads users through a step-by-step process to determine their district's goals, evaludte which
rate structures are most beneficial to their district, and to set new water rates. The handbook h1elps the
reader estimate the impacts of rate changes on farmers' water bills and water demand. A key I
challenge faced by Hydrosphere was the diversity of the audience. Some of the 800 water districts
receiving the guidebook and handbook are large and technically sophisticated, while others ar~ very
small with few resources to implement district-wide conservation measures.

Vail Associates, Inc. Snowmaking System Water Conservation Program
Client Contact: Thomas Allender
email: TAllender@vailresorts.com
phone: (970) 479-3139

In 2001, Hydrosphere worked with Vail Associates on the development of a Water Conservatior
Program for the snowmaking water supply systems at the Vail and Beaver Creek Ski Areas pu~suant to
requirements of the U.S. Bureau of Reclamation under contracts for industrial water service fro Green
Mountain Reservoir. This effort included a detailed analysis of water sources, water rights, an the
water use patterns and trends associated with snowmaking and ski area operations. Informatibn from
this analysis was used to identify water management problems and challenges and to develop Water
management goals and conservation strategies. The Water Conservation Program identified al number
of specific measures designed to conserve water and improve water management and operational
efficiency of the snowmaking systems. In addition, the program identified supply-side water I
management strategies to enhance instream flows and mitigate the impacts of water diversions.

Page 4

Rt'~()lIn::l' Con~uJllIl1.!l
