NTM is a special district and qualifies as a covered entity, under statutel S37-60-126, a <br />publicly owned entity with legal obligation to supply, distribute, and provide water at retail rates to <br />domestic, industrial, and public facility customers. The district has a current total I annual water <br />demand for such customers of approximately 2,368 acre-feet/year, and based upon historical <br />development rates NTM estimates a population growth rate of approximately 4%/~ear. As the <br />population continues to increase and with less than half of its potential service area developed, NTM <br />recognizes that its water supply may prove inadequate. Therefore, they are committed to ensuring <br />that water is used efficiently and wisely. NTM plans to implement conservation m!easures to ensure a <br />sustainable water supply into the future. Their target water-savings goal over the hext seven years is <br />3, OOO/acre- ft/yr (a savings of 93 gpcd). The application is attached for your revit. <br /> <br />The applicant is requesting $26,753 to aid in developing a Water Conservation Plan that meets the <br />requirements outlined in SB 07-008. The applicant has demonstrated their financial ability to <br />provide 28.5% of the total project budget with matching funds in the form bf $10,660 in-kind <br />contributions. Staff has reviewed and evaluated the grant application and has determined that the <br />proposal meets or exceeds the CWCB guidelines for reviewing grant propos~ls. Attached is the <br />internal checklist used to evaluate the application as well as the application evaludtion criteria. <br /> <br />Recommendation: <br /> <br />The OWCDP staff recommends that Dan McAuliffe, Acting Director of the CWCB authorize <br />$26,753 to NTM for development of their Water Conservation Plan. <br /> <br />Flood Protection.
