North Table Mountain Water and Sanitation District, SB 07-018 Grant Request

Summary of Grant Application

The Office of Water Conservation & Drought Planning section (OWCDP) received a Water
Conservation Planning grant application from North Table Mountain Water and Shnitation District
(NTM), a covered entity located in unincorporated Jefferson County and the City bf Arvada, in
Colorado. NTM is a special district and qualifies as a covered entity, under statutel S37-60-126, a
publicly owned entity with legal obligation to supply, distribute, and provide water at retail rates to
domestic, industrial, and public facility customers. The district has a current total I annual water
demand for such customers of approximately 2,368 acre-feet/year, and based upon historical
development rates NTM estimates a population growth rate of approximately 4%/~ear. As the
population continues to increase and with less than half of its potential service area developed, NTM
recognizes that its water supply may prove inadequate. Therefore, they are committed to ensuring
that water is used efficiently and wisely. NTM plans to implement conservation m!easures to ensure a
sustainable water supply into the future. Their target water-savings goal over the hext seven years is
3, OOO/acre- ft/yr (a savings of 93 gpcd). The application is attached for your revit.

The applicant is requesting $26,753 to aid in developing a Water Conservation Plan that meets the
requirements outlined in SB 07-008. The applicant has demonstrated their financial ability to
provide 28.5% of the total project budget with matching funds in the form bf $10,660 in-kind
contributions. Staff has reviewed and evaluated the grant application and has determined that the
proposal meets or exceeds the CWCB guidelines for reviewing grant propos~ls. Attached is the
internal checklist used to evaluate the application as well as the application evaludtion criteria.

Recommendation:

The OWCDP staff recommends that Dan McAuliffe, Acting Director of the CWCB authorize
$26,753 to NTM for development of their Water Conservation Plan.
