Winter Operational Weather Modification Programs in Utah, 1974 - Present. Sponsored by
Various Counties in Utah.

NA WC was involved in establishing a winter weather modification program in Utah during the
1973-74 winter season. This program has continued to operate each winter season since 1974
with the exception of the very wet winter seasons of 1984-1986. A large network of ground
based cloud seeding generators are utilized to seed naturally occurring winter storms with the
goal of augmenting the snowpack accumulation in mountainous areas of the State of Utah. In
recent years a large percentage ofthe mountainous areas of Utah have been included in this
program. NA WC project meteorologists conduct this program from NA WC's corporate
headquarters in Salt Lake City. A number of field technicians and local residents are also
involved in the program. Mr. Griffith has provided the overall project supervision and marketing
ofthis program since 1977.

Participants include:

Beaver, Box Elder, Cache, Carbon, Duchesne, Emery, Garfield, Iron, Juab, Millard, Piute,
Sanpete, Sevier, Tooele, and Washington Counties, Utah Water Resources Development
Corporation. Provo River Water Users Association, Weber Basin Water Conservancy District
Duchesne County Water Conservancy District, Uintah Water Conservancy District, Salt Lake
City Public Works, Cache County and Box Elder County.

Winter Operation Weather Modification Program for Boise Board of Control, Idaho, 1992-
1996,2001-present.

NA WC was contacted by the Boise Board of Control in the fall of 1992. This Board represents
five different irrigation districts. The Board contracted with NA WC to conduct a winter
snowpack augmentation cloud seeding program. This program continued each winter season
through 1996 when it was terminated due to adequate water supplies then operations resumed in
the 2001-02 winter season. The goal of the program has been to augment higher elevation winter
snowpack in portions ofthe Boise River Basin resulting in additional reservoir storage that can
be utilized for agricultural irrigation. The program utilizes a network of ground based silver
iodide cloud seeding generators. Mr. Griffith has served as the manager of these programs.

NA WC was contacted by a representative of Gunnison County in August, 2002 about the
possibility of designing and conducting a winter cloud seeding program. NA WC was awarded a
contract through competitive bid to perform a feasibility/design study. This design was
implemented for the spring of 2003 and utilized ground based, manually operated silver iodide
generators. The goal of the program was to augment the higher elevation snowpack in Gunnison
County. The programs target area was expanded for the 2003-2004 winter season to include
watersheds in adjacent counties that contribute streamflow to the Gunnison River above Blue
Mesa Reservoir. The program was continued for the 2004-2005 winter season. Mr. Griffith has
served as the manager of these programs.

Winter Operation Weather Modification Program for Gunnison County, Colorado, 2002 _
present.

Participants include:
