<br />SEITIIITWO <br /> <br />Colorado Springs <br /> <br />Of these areas, only Interstate 25 can be characterized as an area that was significantly impacted. <br /> <br />2.3.3 Unique Circumstances Affecting Flooding <br /> <br />According to CDOT maintenance supervisor Phil Breesawitz, rainfall was only a contributing <br />factor to the flooding on Interstate 25 at the Bijou Street interchange. The primary cause of <br />flooding was associated with lightning, which hit an electrical pole, causing a loss of electricity <br />and damage to two pumps at a lift station that it is necessary to keep this interchange dry at all <br />times. <br /> <br />The lift station at the Bijou Street Bridge is necessary because the road is below the bed of <br />nearby Monument Creek at this interchange. (This situation will be remedied with the ongoing <br />improvements of Interstate 25.) With the pumps out and concurrent heavy local rainfall, two feet <br />to three feet of water accumulated on the interstate, which was closed for at least seven hours. <br /> <br />2.4 FLOOD DAMAGES <br /> <br />2.4.1 Pu blic Property Damage <br /> <br />Mr. Breesawitz estimated that damage to the lift station pumps and other electrical equipment <br />cost CDOT approximately $30,000. <br /> <br />A drop structure construction project in Monument Creek was also damaged during the event. <br />Mr. Thorson estimated that loss of topsoil and other costs to the City were approximately <br />$30,000. <br /> <br />2.4.2 Private Property Damage <br />No private property damage was reported. <br /> <br />2.4.3 Emergency Response, Cleanup, and Repair <br /> <br />CDOT personnel spent several hours on site placing portable pumps, pumping the water, and <br />then removing mud and other debris before the interstate could be opened.
