Craig Bell, Executive Director

September 26, 2006

RE:

Briefing Books for Sheridan, Wyoming Council Meetings and Minutes

Enclosed please find the briefing book for our meetings in Sheridan, Wyoming. The meetings will
begin Wednesday morning, October 4 with a discussion which will focus on identifying potential federal
and other partners relative to implementing the recommendations in the report prepared by the Council and
adopted by the Western Governors' Association entitled "Water Needs and Strategies for a Sustainable
Future." The federal officials have been invited to identify potential tasks, which their agency could
undertake that would be consistent with the objectives of implementing the recommendations. The Council
is seeking partners to assist primarily as a resource of information and technical assistance, although
opportunities to provide financial assistance may also be explored.

Please take special note of the "scope of work for implementation" under Tab I, previously
transmitted via email with the agenda. This document proposes tasks to implement each ofthe Governors'
recommendations. These are also referenced in the various Committee draft work plans, which will be the
subject of discussion at our upcoming meetings. We hope that members will modify and supplement the
proposed tasks and work plan items as appropriate to reflect member interests. The work plans typically
"over subscribe" the stafftime, so prioritization, along with other desired revisions, will be appreciated.
This is especially the case this coming year, given the priority contemplated relative to implementing the
recommendations in the WGAfWSWC report.

Further, we've enclosed for your review the minutes from our last meetings in Breckenridge,
Colorado. We look forward to seeing you in Sheridan. In the meantime, if you have any questions
regarding these matters, please give us a call.

Enclosures

F:IUSERSICHERYLICOMTGIBRFBK- WY 2006. wpd
