Craig Bell, Executive Director <br /> <br />September 6, 2006 <br /> <br />RE: <br /> <br />. 30-Day Notice of the 152nd Meetings of the Weste:ffi States Water Council <br /> <br />This memorandum is to notify you that the 152nd Meetings of the Western States Water Council will be <br />held in 30 days at the Sheridan Holiday Inn in Sheridan, Wyoming on October 4-6, 2006. <br /> <br />No new positions have been proposed for consideration. However, there are two Council positions due to <br />sunset unless readopted at the upcoming meeting. These are as follows: #256 - Position regarding Federal Water <br />and Climate Data Collection and Analysis Programs, and Position #257 - Position Statement relative to the <br />recommendations of the Western Water Policy Review Advisory Commission. <br /> <br />. By way of reminder regarding voting policy, first, there will be a conference call organized for the Executive <br />Committee to discuss the proposed policy positions, as well as the above positions about to sunset. The purpose of <br />the call is to air any concerns regarding policies prior to the Council meetings. A conference call for the Executive <br />Committee to discuss the positions is scheduled on Monday, September 11 at 9 am Mountain Tille (10 am <br />Central Time; 8 am Pacific Time). Executive Committee members (or their designated alternate) may access the call <br />by dialing 1-913-312-9357, and when prompted, enter passcode 2210885. <br /> <br />For the purpose of the conference call and the meetings themselves, the Council has adopted a policy <br />. specifying the process for establishing credentials for persons who are not Council representatives. That policy reads <br />as follows: <br /> <br />Whenever a person who is not a Council representative is attending on behalf of a Council member at a <br />regular or special meeting of the Council, either in person or via conference call, a written notification to this effect <br />must be provided to the Council offices to assure that the person is serving in the appropriate capacity. Since <br />delegations to the Council from each state consist of more than one person, but each state has only one vote, the <br />Executive Committee member for each state shall be responsible as an internal state matter for coordinating and <br />communicating the official position of the state relative to voting on proposed policy positions. <br /> <br />We have also enclosed a schedule of meetings for your reference. Please note the Council has organized a <br />roundtable discussion beginning at 7:30 am (continental breakfast included), focusing on a draft scope of work to <br />implement the WGA recommendations contained in the report entitled "Water Needs and Strategies for a <br />Sustainable Future." This will be followed by a field trip from 9:45 am - 6:30 pm (lunch included).
