<br />The Board, in c onsultation with the basin roundtables, shall recommend whether <br />additional study or phases of study should be undertaken. <br /> <br />To facilitate the preparation of this scope of work for Phase I of the Study Board staff <br />met with the Int erb asin Basin Compact Commit tee (IBCC) , consisting principally of <br />th th th <br />basin roundtable representatives, on May 9 , June 19 , and August 6 , and September <br />th th <br />11 , 2007 . On September 11 , the IBCC approved a draft scope of work and asked for <br />th <br />roundtable input/comment s . Comments received by October 15 were incorporated into <br />this scope of work, and a matrix of roundtable comments and staff’s responses is <br />available. <br /> <br />OVERALL STUDY PHASES <br /> <br />It was an IBCC recommendation t hat the study be conducted in two phases, with the first <br />phase of the study focus ed on model development and refinement of existing levels of <br />demands and alternate hydrologies (including climate change scenarios) . The second <br />phase would continue model development and refinement through the inclusion of future <br />demand levels and apply the model to the question of water availability. <br /> <br />It is recognized that stakeholders throughout the state have a strong interest in making <br />sure they have a full understanding of the description and representation of current water <br />use and alterna tive hydrologic scenarios. The two phase process described herein is <br />designed to address this need.
