<br />Impact Assessment <br /> <br /> <br />Impact Task Forces (ITFs) may be activated to <br />assess drought impact. They are: <br />. Water Availability <br />. Municipal Water <br />. Wildfire Protection <br />. Agricultural Industry <br />. Tourism <br />. Wildlife <br />. Economic Impacts <br />. Energy Loss <br />. Health <br />. Review and Reporting <br /> <br />When the plan is activated, these task forces can be <br />mobilized to determine drought impact. They utilize a <br />broad range of information sources to gather and <br />evaluate data when the impact of drought is beyond <br />local capabilities to cope with it. <br /> <br />Figure 2,1 shows how they work within the drought <br />monitoring, assessment, mitigation, and response <br />structure; and figures 2.3 and 2.5 describe task force <br />membership and their responsibilities, <br /> <br />Tasks for all Task Forces are: <br />· Identify the drought related problems. <br />· Define and assess societal impacts, severity, loss and <br />costs; evaluate state and local capacity for response; <br />determine residual needs; report findings and action <br />plans. <br /> <br /> <br />Members <br />Colorado Division of Local Govemment (Co-chair) <br />Colorado Water Conservation Board (Co-chair) <br />Colorado Office of Emergency Management <br />Colorado Department of Public Health & Environment - WQCD <br />Colorado Division of Water Resources <br />Colorado Division of Fire Safety <br />Colorado Municipal League <br />Colorado Counties, Inc, <br />Special District Association <br />USDA - Rural Development <br />US Army Corps of Engineers <br />Colorado Rural Water Association <br /> <br />Department of Fire Science Technology (RRCC) <br />Colorado Water Utility Council <br />Fire Chiefs Association <br />Fire Marshall's Association <br />Economic Development Administration <br />Water Resources and Power Development Authority <br />Other agencies as needed <br /> <br />Tasks <br />. Assess & prioritize impact of drought conditions on <br />municipalities and report to the R &RTF and appropriate <br />response and funding agencies. <br />· Develop and implement a follow-up process to determine <br />actions where impact is identified. <br />· Develop and assign reporting responsibilities where <br />appropriate. <br />· Develop a method for periodic contact with the more <br />critical areas noted in the list of municipalities, <br />· The Division of Local Govemment will review the water <br />availability data to prepare appropriate response to an <br />emergency situation. <br />· Co-chairs will work directly with municipalities I govern- <br />ments impacted by drought on their options. <br /> <br />~ <br />Assesses wildfire risk, <br /> <br />Members <br />Colorado State Forest Service (Lead agency and chair) <br />Colorado Division of Wildlife <br />Colorado Office of Emergency Management <br />Colorado Army National Guard <br />Colorado Division of Fire Safety <br />USDA Forest Service <br />Bureau of Land Management <br />Bureau of Indian Affairs <br />National Park Service <br />National Weather Service <br />Others as needed: <br />. Special District Association (fire) <br />. Division of Parks & Recreation <br />. Colorado Counties, Inc. <br />. Colorado Sheriffs Association <br />. Colorado Fire Chiefs Association <br /> <br />This task force augments wildfire coordination activities and <br />is not involved in suppression operations, It is an <br />assessment, planning, and preparedness group for wildfire <br />impact projections as they relate to drought conditions. <br />Findings will be assimilated into the overall drought <br />assessment. <br /> <br />Activation of this task force is based on the following criteria: <br />. Above normal or unseasonal size of wildfires. <br />. Winter cumulative precipitation less than 75 percent <br />of normal by January 10 for large regions of Colorado. <br />. May-September monthly precipitation less than 75% <br />of normal in any single month for multi-county region(s) <br />. Appointment of a Drought Coordinator (departmental), <br />.
