<br />V -7 <br /> <br />Area III <br /> <br />Area III is the area between South Boulder Road and Baseline Road. <br />The area adjacent to the creek is relatively undeveloped. There is some <br />development in the flood plain. The presence of several irrigation ditches <br />complicates the hydraulic analysis of the flood plain. The major function <br />of the flood control alternatives envisioned for this area is to protect the <br />development downstream. These alternatives are flood plain acquisition, <br />diversion into Baseline Reservoir, diversion into Dry Creek and flood de- <br />tention reservoirs. <br /> <br />Alternative s not previously discus sed are described below: <br /> <br />Baseline Reservoir. Very preliminary discussions with represen- <br />tatives of Baseline Land and Reservoir Company indicate that the <br />City of Boulder has approximately 400 acre -feet of storage in <br />Baseline Reservoir that might be used as flood storage. It is our <br />understanding that, at present, the City of Boulder is not utilizing <br />its storage capacity and is renting it to other users. Also, it <br />might be possible to obtain an additional 600 to 800 acre-feet of <br />capacity in the reservoir with an exchange agreement from the <br />existing owners. This amount of the Reservoir's capacity would <br />remain empty until filled by flood flows. Exchange water might <br />be obtained from the Colorado-Big Thompson Project which would <br />be utilized by the farmers in lieu of water from Baseline Reservoir. <br /> <br />The embankment around the Reservoir has been recently raised and <br />improved. Further increases in reservoir capacity by adding <br />additional height to the dam is probably not feasible since a major <br />overhaul of existing embankment slopes would be required and <br />additional right-of-way must be obtained. Also, an adjacent ditch <br />would have to be relocated. Details of this alternative would have <br />to be worked out very carefully with the interested parties and the <br />State Engineer's office since the storing of flood water is not now <br />a purpose of the reservoir. This alternative would require a new <br />intake structure with sufficient capacity to utilize the up to 1,200 <br />acre-feet flood storage capacity during the short period of the <br />flood. However, storing this amount of flood water would reduce <br />the flood peak by approximately 2, 000 cfs. The legal aspects of <br />this alternative, as discussed in Appendix II, must be carefully <br />considered. <br /> <br />This alternative would cost an estimated $390, OOO.which includes <br />the purchase of replacement irrigation water.
