Re: Request for Funding - 1999 Flood Disaster Dedaration

BACKGROUND

As you know, the Colorado Water Conservation Board has agreed to assume the role as lead
state agency for flood hazard mitigation related to the 1999 Presidential Disaster Declaration
(DR 1276-CO). President Clinton initially approved Federal disaster aid for several Colorado
counties on May 17, 1999 following a request from Colorado Governor Bill Owens. Our role as
lead agency for disaster mitigation necessitates that we manage or perform certain tasks and
projects to fulfill the requirements of the Federal Emergency Management Agency.

REOUEST

I am formally requesting that the CWCB, through DNR Director Greg Walcher, ask that
Governor Owens make funds available to us for the projects that are sunimarized in Table 1
below. It is our understanding the Governor has access to money that is available within the
State Disaster Emergency Fund. (See attached Executive Order D00399, "Declaring a Disaster
Emergency due to Widespread Flooding in Certain Areas of Colorado").
