<br />,. <br /> <br />" . <br />; <br /> <br />A brief summary of each project is provided for your review. <br /> <br />Flood Documentation ReDort <br /> <br />The objective for this project is to develop a flood documentation report that summarizes the <br />meteorological, hydrologic, and hydraulic characteristics of the 1999 flood events within the 12 federally <br />declared counties. In addition, the report will describe flood losses and damages, erosion problems, <br />flood recovery and response efforts, and other key elements of the flooding. A consulting firm would be <br />hired to perform the fieldwork, research, analyses, and report writing, The USGS and Colorado Climate <br />Center would also be involved with the project to provide specific technical information for the flood <br />documentation effort. The estimated cost for this project is ($50,000). <br /> <br />Hazard MitiJ!ation Grant ProJ!ram <br /> <br />The Hazard Mitigation Grant Program (HMGP) is a FEMA program that provides mitigation money to <br />local communities, through. the state government, for the purpose of preventing future flood losses and <br />damages. The HMGP involves a 75% - 25% (federal-nonfederal) cost share feature that automatically <br />gets triggered due to the federal disaster declaration. The federal share of the mitigation funding <br />amounts to 15% of the eligible flood damages for the entire disaster. In this case, the federal share <br />amounts to just under 1 million dollars. The requested cost share amount for the non-federal portion of <br />the HMGP is about $330,000. <br /> <br />La Junta Feasibilitv Stud)1 and Related Tasks <br /> <br />The purpose of this project is to prepare a feasibility study to assist the CWCB and Otero County <br />officials in the decision making process for flood hazard mitigation in the North La Junta vicinity (See <br />draft Scope of Work, attachment A). It is very important that the formulated flood recovery plan is <br />mutually acceptable to flood victims, local government officials, CWCB, FEMA and the Corps of <br />Engineers. The eight-week study will evaluate all viable mitigation alternatives and provide a <br />recommended plan of action. The feasibility report will be prepared in compliance with federal and state <br />guidelines. The cost estimate for this task is $50,000. <br /> <br />In conjunction with the feasibility study, a Project Manager needs to be hired to assist with the <br />preparation of the plan and related tasks. The position duties include helping property owners with flood <br />proofing measures, coordinating flood recovery and technical activities, assisting the USGS and others <br />with the modification of existing stream gages (or the installation of a new gage) to provide reliable <br />flood warning, The estimated cost for this position is $40,000, <br /> <br />The modification of existing gages or the installation of a new flood warning system for the Arkansas <br />River Valley is also a part of this project. The existing stream gages in and above La Junta were not <br />accurate for the purpose of flood warning when the May 1999 flood occurred. The flood victims are <br />fearful to move back into their homes because the existing dike is badly damaged, and there is not an <br />adequate system for providing reasonable flood warning for future flood events. It is important to note <br />that significant damage to homes and other structures in North La Junta occurred as a result of a 10 to <br />20-year flood event.
