This <br />work would lay the grOlmdwork for a detailed evaluation of alternative strategies for the flood <br />problems in North La Junta. The two categories are: 1) database/GIS and 2) hydraulic analysis. <br />Tell me what you think:. <br /> <br />Database/GIS <br />. Topographic information (to be digitizedfrom 1977 COE mapping) <br />. Planimetric features (building/ootprints, streets, property boundaries, survey control markers, <br />section corners, river banks and centerline, etc.; to be digitizedfrom 1977 COE mapping) <br />. Flood elevations (1999 flood & "official" IOO-year) <br />. Building construction information (including lowest floor elevation?) <br />. Digital photos of buildings <br />. 1999 flood damage information (from building inspector) <br />. Willingness of owner to sell <br />. If the caE levee is either rebuilt or improved, will the structure be in the IO-year, 25-year, or 50-year <br />floodplain? (based on hydraulic analysis; see below; I assume no levee project will be lOO-year) <br />. If the levee is relocated (maybe a setback levee) or other flood control features are implemented, will <br />the structure be in the] O-year, 25-year, 50-year, or IOO-year floodplain? (based on hydraulic <br />analysis; see below; maybe IOO-year capacity) <br /> <br />Hydraulic Analvsis <br />. Comparison of "current" (post-flood) channel cross-sections and profile to historic information <br />. Comparison of "current" HEC-RAS results to historic information <br />. Calibration of "current" HEC-RAS model to reproduce 1999 flood elevations and outline <br />. HEC-RAS runs showing the difference between not repairing the CaE levee and repairing it; also <br />showing the effects of "improving" the CaE levee to a higher level of protection <br />. HEC-RAS runs showing the effects of various mitigation alternatives (bridge improvements, setback <br />levee, floodplain terracing in the overbank after acquisition, channel dredging or reshaping, etc.) <br />
